The Board of Supervisors welcomes you to its meetings which are regularly scheduled for Tuesday at 9:00 a.m. in the Board of Supervisors Chambers on the second floor of the Shasta County Administration Center, 1450 Court Street, Suite 263, Redding, California. Your interest is encouraged and appreciated. If the meeting has not concluded by 12:00 p.m., the Board may recess for 30 minutes and reconvene at 12:30 p.m.


The agenda is divided into two sections: CONSENT CALENDAR: These matters include routine financial and administrative actions and are usually approved by a single majority vote. REGULAR CALENDAR: These items include significant financial, policy, and administrative actions and are classified by program areas. The regular calendar also includes "Scheduled Hearings," which are noticed and public hearings, and any items not on the consent calendar.


TO ADDRESS THE BOARD:  The Board of Supervisors provides the members of the public with a Public Comment-Open Time period, where the public may directly address the Board on any agenda item on the regular calendar and on the consent calendar and may also address the Board on any matter not listed on the agenda that is within the subject matter jurisdiction of the Board of Supervisors.  In addition, members of the public may also comment on any item on the consent calendar before the Board's consideration of the item and  may also comment on any item on the regular calendar before or during the Board's consideration of the item.  Members of the public may also address matters scheduled for public hearings at the time such public hearings are opened for comment.  Pursuant to the Brown Act (Govt. Code section 54950, et seq.), Board action or discussion cannot be taken on non-agenda matters, but the Board may briefly respond to statements or questions and, if deemed necessary, refer the subject matter to the appropriate department for follow-up and/or to schedule the matter on a subsequent Board Agenda.

 

Persons wishing to address the Board in the Board Room are requested to fill out a Speaker Request Form and provide it to the Clerk before the meeting begins.  Speaker Request Forms are available at the following locations:(1) online at https://www.shastacounty.gov/sites/default/files/fileattachments/board_of_supervisors/page/2924/speaker-request-form.pdf (2) from the Clerk of the Board on the third floor of 1450 Court Street, Suite 308B, Redding; and (3) in the back of the Board of Supervisors Chambers.  If you have documents to present for the members of the Board of Supervisors to review, please provide a minimum of ten copies.  When addressing the Board in the Board Room, please approach the rostrum, and after receiving recognition from the Chair, give your comments.

 

Each speaker is allocated three minutes to speak.  Comments should be limited to matters within the subject matter jurisdiction of the Board.

Take the following actions: (1) As introduced on March 14, 2023, enact "An Ordinance of the Board of Supervisors of the County of Shasta Consolidating the Department of Housing and Community Action Programs with the Health and Human Services Agency by Amending Chapter 2.28 of the Shasta County Code and Repealing Chapter 2.68 of the Shasta County Code."; (2) adopt a resolution, effective May 7, 2023, which amends Shasta County Personnel Rules Chapter 6, Recruitments and Appointments, to align with the Ordinance; and (3) adopt a salary resolution, effective May 7, 2023, which amends the Shasta County Salary Schedule, Classification Specification, and Position Allocation List to align with the Ordinance.

Designate authority to approve and perform one of the following three options by no later than March 28, 2023: (1) Negotiate and execute: (a) an agreement with Hart Intercivic (Hart) with a ten-year term in an amount not to exceed $3 million for the purposes of leasing or purchasing a voting system and all associated hardware, software, licenses, and related services; (b) an agreement with Democracy Live in an amount not to exceed $150,000 for the purposes of leasing a remote accessible vote by mail system, software, licenses and related service; and (c) execute any additional documents in order to implement a voting system using the Hart and Democracy Live systems; or (2) negotiate and execute: (a) an agreement with Election Systems & Software (ES&S) with a ten-year term in an amount not to exceed  $3 million for the purposes of leasing or purchasing a voting system and all associated hardware, software, licenses, and related services; (b) an agreement with Democracy Live in an amount not to exceed $150,000 for the purposes of leasing a remote accessible vote by mail system, software, licenses and related service; and (c) execute any additional documents in order to implement a voting system using the ES&S and Democracy Live systems; and/or (3): (a) revise the prior direction to staff to terminate the agreement with Dominion Voting Systems once the March 7, 2023, election is complete to direct staff to terminate the agreement with Dominion Voting Systems upon the earlier of having another approved and operational voting system; or November 30, 2023; or (b) rescind the prior direction to staff to terminate the agreement with Dominion Voting Systems once the March 7, 2023, election is complete; or (4) consider providing alternative direction to staff.

Adopt a resolution which: (1) Directs Support Services – Personnel staff to meet individually with County employees assigned to the Opportunity Center program in order to discuss job skills, qualifications and work experience and identify alternate County positions which the employee may qualify for; (2) suspends Sections 6.1, Recruitment Procedures; 6.2, Screening of Applications; 6.3, Written and Oral Examinations; 6.4, Eligible Lists; and 6.5, Continuous Recruitments of the Shasta County Personnel Rules in order to allow County employees assigned to the Opportunity Center program to be placed in vacant positions without having to compete for County positions if displaced as a result of the anticipated closure of the Opportunity Center program; (3) establishes a 6-month probationary period for County employees which are placed in vacant positions as a result of the waiver of the Personnel Rules provisions for employees who have reached permanent status in their current position at the Opportunity Center; and (4) confirms that nothing in the resolution shall require any County appointing authority to hire an employee currently assigned to the Opportunity Center program, or otherwise affect the lawful discretion of any County appointing authority in hiring decisions.
