Take the following actions regarding renewal Equitable Sharing Agreement and Certifications (ESAC) outlining receipt and expenditure of federal asset forfeiture sharing funds for the Sheriff's Office and the District Attorney's Office for Fiscal Year 2016-17:  (1) Approve and authorize the Chairman to sign two certifying Affidavits; and (2) authorize the Finance Contact listed on each ESAC to electronically submit the ESAC to the United States Department of Justice.

Approve and authorize the Chairman to sign agreements for environmental laboratory services with: (1) Basic Laboratory, Inc. in an amount not to exceed $150,000 per fiscal year for a period of one year effective retroactive to August 1, 2017, with two automatic one-year renewals; (2) B C Laboratories, Inc. in an amount not to exceed $150,000 per fiscal year for a period of one year effective date of signing, with two automatic one-year renewals; and (3) Excelchem Environmental Laboratories, Inc. in an amount not to exceed $150,000 per fiscal year for a period of one year effective date of signing, with two automatic one-year renewals.

Award to the low bidder, American Civil Constructors West Coast, Inc., on a unit cost basis, the contract for the “Bridge Preventive Maintenance Project,” Contract No. 705936, in the amount of $198,197.

Approve and authorize the Chairman to sign an evergreen Memorandum of Understanding with the Bureau of Land Management with no compensation to participate in preparing the Northwest California Integrated Resource Management Plan, effective date of signing.

Take the following actions regarding the “Jail Boiler Replacement Project,” Contract No. 610460: (1) Find the project categorically exempt in conformance with the California Environmental Quality Act (CEQA) Section 15301 Guidelines, Class 1-Existing Facilities; (2) approve plans and specifications; (3) direct the Public Works Director to advertise for bids; and (4) authorize the opening of bids on or after Thursday, September 7, 2017, at 11:00 a.m.

Take the following actions regarding the Secure Rural Schools Act: (1)  Approve and authorize Title III project allocations in the amount of $159,250 for Fiscal Year 2017-18 as follows: (a) obligate $25,000 to Shasta County Sheriff’s Office for search and rescue services; (b) obligate $40,000 to Shasta County Sheriff’s Office for fire response services; (c) obligate $65,250 to Western Shasta Resource Conservation District for Firewise Communities Program activities; and (d) obligate $29,000 to Day Lassen Bench Fire Safe Council for Firewise Communities Program activities; and (2) direct staff to begin the 45-day public comment period.

(1)  Receive a legislative update and consider action on specific legislation related to Shasta County’s legislative platform; and (2) receive Supervisors’ reports on countywide issues.

Introduce and waive the reading of an ordinance of the Board of Supervisors of the County of Shasta amending Chapter 1.12 of the Shasta County Code Concerning Administrative Enforcement.

Take the following actions on behalf of County Service Area (CSA) No. 6-Jones Valley Water: (1) Receive a new rate study; (2) direct staff to initiate rate increase proceedings based upon the new rate study; and (3) provide direction to staff.

Take the following actions pursuant to the request for bids for lease of property at West Central Landfill for purposes of siting a gas-to-energy project:  (1) Open and read aloud all written, sealed bids received by the Clerk of the Board by 4:30 p.m. on August 14, 2017; (2) call for and receive oral bids; and (3) continue this matter to August 22, 2017, to consider final acceptance of the highest bid submitted which conforms to all terms and conditions specified in the resolution of intention to lease and which is made by a responsible bidder.

Take the following actions on behalf of County Service Area (CSA) No. 3-Castella Water: (1) Conduct a public hearing to consider enacting an urgency ordinance pursuant to Water Code sections 350 et seq that: (a) finds a water shortage emergency exists in CSA No. 3-Castella Water due to the financial inability to continue to provide potable water which requires the limiting of water usage to 225 gallons per meter per day; (b) implements a moratorium on new water service connections; (c) finds that the project is exempt from the requirements of the California Environmental Quality Act (CEQA); and (d) provides for enforcement of the ordinance including civil and criminal penalties as necessary; (2) close public hearing; and (3) introduce, waive the reading of, and enact an Urgency Ordinance of the Board of Supervisors of the County of Shasta Declaring a Water Shortage Emergency and a Necessity for a Water Conservation Program, Adopting a Water Conservation Program and Finding that the Actions are Exempt from the CEQA in CSA No. 3-Castella Water.
