Conduct a public hearing and consider adopting a resolution renaming the Clear Creek Road at Clear Creek Bridge as the Korean War Veterans Memorial Bridge.

Adopt a proclamation which designates November 7-13, 2016 as Veterans Awareness Week in Shasta County.

Present a certificate expressing appreciation to Preston Sharp on his efforts to honor fallen veterans. 

Receive a presentation from Shasta County Auditor-Controller Brian Muir regarding distribution of property tax dollars. 

Take the following actions in accordance with Government Code §25526.6 regarding the Shasta Air Quality Management District's (AQMD) use of 24 square feet of roof space at 2640 Breslauer Way, Redding, CA:   (1) Find the action is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines section 15301; (2) find that entering into a license agreement is in the public interest; (3) find that the area subject to the license will not substantially conflict or interfere with the use of the property by County; and (4) approve and authorize the Chairman to sign a no cost license agreement with the AQMD for the period November 16, 2016 through May 1, 2021. 

Adopt a Policy Resolution to revise Administrative Policy 2-501, Shasta County Debt Management Policy.

Approve the minutes of the meeting held on October 18, 2016 as submitted.

Approve the proposed calendar of Board of Supervisors' meetings for the year 2017. 

Adopt twelve resolutions which formally notifies the California Public Employees’ Retirement System of the 2017 calendar year changes in coverage for the County’s monthly group health contributions for the Board of Supervisors, Deputy Sheriffs’ Association, Deputy Sheriffs Association-Correctional Officers, Elected Department Heads, Mid-Management Bargaining Unit, Professional Peace Officers Association, Shasta County Employees Association-Supervisory Unit, Sheriff’s Administrative Association, United Public Employees of California-General Unit, United Public Employees of California-Professional Unit, Unrepresented Confidential Employees, and the Unrepresented Managers, effective January 1, 2017.

Approve and authorize the Chairman to sign an agreement with Andrew J. Wong Inc., in an amount not to exceed $88,000 to develop and provide ongoing maintenance for a computer database that generates reports of client outcomes from the Child and Adolescent Needs and Strengths screening tool for a period of three years effective from the date of signing.

Approve and authorize the Chairman to sign a retroactive agreement with TLC Child & Family Services in an amount not to exceed $50,000 for the provision of mental health services to eligible children, for the period June 1, 2016 through June 30, 2018.

Approve and authorize the Chairman to sign an amendment to the agreement with Home Buddy Cleaning and Office Buddy Janitorial for the purpose of providing employment subsidy reimbursement, as the employer of record, for the employment of eligible CalWORKs recipients to increase maximum compensation from $50,000 to $300,000 during the term of the agreement and extending the end date from April 30, 2017 to April 30, 2018.

Adopt a resolution which, effective November 1, 2016, establishes findings under the California Environmental Quality Act and approve a Mitigated Negative Declaration for the Gas Point Corridor and Park Drive Improvement Project (Cottonwood area).

Approve and authorize the Public Works Director to sign a Notice of Completion for the “Adult Probation Building Roofing Project,” Contract No. 610434, and record it within 15 days of actual completion of the work.

Take the following actions:  (1) Approve and authorize the Public Works Director to sign a Notice of Completion for the Cassel-Fall River Road at Pit River Bridge Scour Repair Project, Contract No. 703924, and record it within 15 days of actual completion; and (2) adopt a resolution which, effective November 1, 2016, recognizes that the circumstances and factors that led to the October 13, 2015 proclamation of a local emergency due to the closure of the Cassel-Fall River Road at Pit River Bridge have been resolved and that the local bridge closure emergency is hereby terminated effective October 24, 2016.

Approve and authorize the Chairman to sign the following documents: (1) County of Shasta Flexible Benefit Plan, restated effective January 1, 2017; (2) County of Shasta Retiree Health Premium Reimbursement Plan; and (3) VALIC Retirement Services Company Retirement Plan for Government Employees and associated adoption agreement.

(1) Receive a legislative update and consider action on specific legislation related to Shasta County's legislative platform; and (2) receive Supervisors' reports on countywide issues.

Approve and authorize the Tax Collector to sell six tax-defaulted properties in a sealed bid tax auction on February 21, 2017 and up to 102 tax-defaulted properties during a public tax auction February 24, 2017 to the highest bidder, noting that any unsold sealed bid parcels will be included in the public tax auction, and any unsold parcels may be re-offered at a reduced minimum price the same day of the public auction or up to 90 days after the public auction.

Conduct a public hearing and take the following actions: (1) Adopt a resolution which, effective November 1, 2016, declares Assessor Parcel Number (APN): 055-370-021 and adjoining property (Property) no longer necessary for County use; (2) approve and authorize the Chairman, in accordance with the terms of the resolution, to sign a Real Property Purchase Agreement setting forth the conditions under which the County will transfer the Property to Pacheco Union School District; and (3) authorize the Chairman to sign a Quitclaim Deed in accordance with the terms of the resolution.

Provided that the Board of Supervisors has (1) Adopted a resolution which declares the property known  as APN: 055-370-021 (Property) no longer necessary for County use; (2) approved and authorized the Chairman, in accordance with the terms of that resolution, to sign a Real Property Purchase Agreement setting forth the conditions under which the County will transfer the Property to Pacheco Union School District; and (3) authorized the Chairman to sign a Quitclaim Deed, take the following actions:  (a) Conduct a public hearing; and (b) adopt a resolution vacating the public right-of-way in a portion of Pacheco School Road (County Rd No. 3H114) and a portion of Knighton Road (County Rd No. 3H11).
