The Board of Supervisors welcomes you to its meetings which are regularly scheduled for each Tuesday at 9:00 a.m. in the Board of Supervisors Chambers on the second floor of the Shasta County Administration Center, 1450 Court Street, Suite 263, Redding, California. Your interest is encouraged and appreciated.

The agenda is divided into two sections: CONSENT CALENDAR: These matters include routine financial and administrative actions and are usually approved by a single majority vote. REGULAR CALENDAR: These items include significant financial, policy, and administrative actions and are classified by program areas. The regular calendar also includes "Scheduled Hearings," which are noticed hearings and public hearings, and any items not on the consent calendar.

TO ADDRESS THE BOARD: Members of the public may directly address the Board of Supervisors on any agenda item on the regular calendar before or during the Board's consideration of the item. In addition, the Board of Supervisors provides the members of the public with a Public Comment-Open Time period, where the public may address the Board on any agenda item on the consent calendar before the Board's consideration of the items on the consent calendar and may address the Board on any matter not listed on the agenda that is within the subject matter jurisdiction of the Board of Supervisors. Pursuant to the Brown Act (Govt. Code section 54950, et seq.), Board action or discussion cannot be taken on non-agenda matters, but the Board may briefly respond to statements or questions and, if deemed necessary, refer the subject matter to the appropriate department for follow-up and/or to schedule the matter on a subsequent Board Agenda.

Persons wishing to address the Board are requested to fill out a Speaker Request Form and provide it to the Clerk before the meeting begins. Speaker Request Forms are available at the following locations: (1) online at http://www.co.shasta.ca.us/BOS/docs/Request_to_talk.pdf, (2) from the Clerk of the Board on the third floor of 1450 Court Street, Suite 308B, Redding, and (3) in the back of the Board of Supervisors Chambers. If you have documents to present for the members of the Board of Supervisors to review, please provide a minimum of ten copies. When addressing the Board, please approach the rostrum, and after receiving recognition from the Chairman, give your name and comments. Each speaker is allocated three minutes to speak. Comments should be limited to matters within the subject matter jurisdiction of the Board.

Persons wishing to address the Board during Public Comment Open Time are requested to fill out a Speaker Request Form and, if you have documents to present to the Board of Supervisors, please provide a minimum of ten copies.

CONSENT CALENDAR

The following Consent Calendar items are expected to be routine and non-controversial. They may be acted upon by the Board at one time without discussion. Any Board member or staff member may request that an item be removed from the Consent Calendar for discussion and consideration. Members of the public may comment on any item on the Consent Calendar during the Public Comment Period - Open Time, which shall precede the Consent Calendar.


	GENERAL GOVERNMENT


C	1	Administrative Office


		Adopt a resolution authorizing a loan from the County’s General Fund to Shasta Lake Fire Protection District (District) in the amount of $100,000 to be repaid from the December 2016 secured property tax apportionment, and the January 2017 Redevelopment Property Tax distribution due the District.

		Approve the minutes of the meeting held on October 11, 2016 meeting, as submitted.

C	3	Support Services-Personnel


		Adopt a Salary Resolution, effective October 16, 2016, which makes various changes to the Shasta County Salary Schedule, Classification Specifications, and the Position Allocation List, including position additions, deletions, and reclassifications, which may include wage increases for certain positions, for an overall net total decrease of one Full-Time Equivalent (FTE) position, including, but not limited to: (1) adding a new job classification of Deputy Public Works Director-Administration and adding 1.0 FTE Deputy Public Works Director-Administration position in the Public Works-Roads' budget (to replace one Chief Fiscal Officer position); (2) adding a new job classification of Community Service Officer and adding 4.0 FTE Community Service Officer positions in the Sheriff’s budget (to replace two Public Safety Service Officer positions and two Senior Sheriff’s Service Officer positions) and 2.0 FTE Community Service Officer positions in the Sheriff’s-Burney Substation budget (to replace two Public Safety Service Officer positions); (3) amend the Boating Safety Officer job classification; and (4) amend footnote 2 to add the Correctional Officer-Lieutenant/Deputy Sheriff job classification.

		Adopt a resolution authorizing the acceptance of a retroactive grant from the California Health Facilities Financing Authority in the amount of $565,098.26 for the Investment in Mental Health Wellness Grant to develop a Crisis Stabilization Unit for the period May 26, 2016 through December 31, 2017 and authorizing the Chairman to sign the grant agreement number SHAS-01.

	LAW AND JUSTICE


C	5	Probation


		Approve and authorize the Chairman to sign an amendment to the Memorandum of Understanding with Shasta County Superior Court regarding the Recidivism Reduction Fund Court Grant Program increasing maximum compensation by $31,066 (for a new maximum compensation of $349,276), adding the provision of Supervising Probation Officer supervision, and retaining the term of April 1, 2015 through April 30, 2017.

		Approve and authorize the Chairman to sign an amendment, effective the date of signing, to the agreement with Northern Valley Catholic Social Service, Inc. to provide additional counseling programs and services for juvenile offenders and give the Chief Probation Officer limited authority to sign amendments, retaining a maximum compensation of $120,000 and the term of the agreement through June 30, 2016, with two automatic one-year renewals.

		Adopt a resolution recognizing that the circumstances and factors that led to the May 6, 2014, proclamation of a local emergency due to drought conditions have not been resolved and that there is a need to continue the proclamation.

		Approve and authorize the Public Works Director to sign a Notice of Completion for the Various Permanent Road Divisions (2016) and County Road Chip Seals, Contract No. 111018, and record it within 15 days of actual completion.

		Appoint Charleen Beard, Associate Engineer, as an alternate Technical Advisory Committee member to the Northern Sacramento Valley Integrated Regional Water Management group.

		Adopt a resolution recognizing that the circumstances and factors that led to the October 13, 2015, proclamation of a local emergency due to the closure of the Cassel-Fall River Road at Pit River Bridge have not been resolved and that there is a need for continuation of the proclamation.

		Approve and authorize the Public Works Director to sign a Notice of Completion for the West Central Landfill Unit 4C project, Contract No. 610932, and record it within 15 days of actual completion of the work.

		Approve and authorize the Chairman to sign a license agreement with PG&E with a one-time advance payment administration fee in the amount of $1,000 to provide access to PG&E lands for the Cassel-Fall River Road at Pit River Bridge project for a maximum term of six years, expiring October 31, 2022.

SHASTA COUNTY IHSS PUBLIC AUTHORITY GOVERNING BOARD

The Shasta County Board of Supervisors does not receive any additional compensation or stipend for acting as the Shasta County IHSS Public Authority Governing Board.

		Approve and authorize the Chairman to sign the In-Home Supportive Services - Public Authority Rate Modification Application for submission to the California Department of Social Services to increase the In-Home Supportive Services provider hourly rate to $11.90 (comprised of hourly wage $10.50, administrative cost $0.15, employer paid payroll taxes $1.25) effective January 1, 2017.
