| | | | | | | | RECOMMENDATION
For County Service Area (CSA) No. 3–Castella Water take the following actions: (1) Adopt a resolution which authorizes the Public Works Director to submit funding applications to the California State Water Resources Control Board for a potential water intake replacement planning grant in an amount not to exceed $550,000 and execute any resulting funding agreements; and (2) find the funding application and any subsequent funding agreement to be exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines §§15262, 15306, and 15261(b)(3). |

A grant application is proposed for potential improvements to CSA No. 3 – Castella Water. |
| | | | | | | | DISCUSSION
CSA No. 3 – Castella Water provides potable water to customers in Castella. Water is diverted from Castle Creek with a wooden crib intake structure. Sediment periodically obstructs the inlet. The State Revolving Fund (SRF) may fund studies to improve or replace the structure. |
| | | | | | | | ALTERNATIVES
The Board may decline to seek SRF funding at this time. Funding alternatives are limited. |
| | | | | | | | OTHER AGENCY INVOLVEMENT
County Counsel has approved the resolution as to form. County Counsel will review funding agreements prior to execution. The County Administrative Office has reviewed this recommendation. |
| | | | | | | | FINANCING
SRF may fund up to $550,000 in studies and plan development, including staff time. Adequate funds are included in the Adopted 2016/17 CSA budget for proposed staff work. There is no General Fund impact. |
