RECOMMENDATION

For County Service Area (CSA) No. 2-Sugarloaf Water take the following actions: (1) Adopt a resolution which authorizes the Public Works Director or designee to enter into a funding agreement with the State Water Resources Control Board to provide bottled water to the customers of CSA No. 2-Sugarloaf; and (2) designate the Public Works Director or designee as the representative for the project in an amount not to exceed $25,000.

SUMMARY

A funding agreement is proposed to provide bottled water to the customers of CSA No. 2 – Sugarloaf.

DISCUSSION

County Service Area No. 2 provides potable water to 62 homes in Sugarloaf. The system was constructed by the developer and subsequently became a CSA. Water is supplied from a well and a spring. The State Water Resources Control Board, Division of Drinking Water (DDR), has declared the surface water treatment technology to be “unapproved.” E Coli has been detected in raw well water. Raw water is routinely disinfected with Chlorine. E Coli has not been detected in the treated water. DDR has determined the treatment system for the well to be "unreliable" and directed the issuance of a boil notice. Numerous grants have been pursued over the years to upgrade to approved technology. Emergency grant funding is now available for bottled water, while the boil water notice is in effect, in an amount not to exceed $25,000 until September 30, 2017.

ALTERNATIVES

The Board may decline to seek emergency funding.  Customers will need to boil water for potable use or purchase bottled water.

OTHER AGENCY INVOLVEMENT

Staff has worked continuously with DDR. County Counsel has approved the resolution as to form. The recommendation has been reviewed by the County Administrative Office.

FINANCING

The CSA has very limited financial resources to address its problem.  The minor clerical costs to execute the funding agreement were absorbed by the Water Agency. There should be no further costs to CSA No. 2 to provide the bottled water. There is no General Fund impact.
