RECOMMENDATION

Take the following actions regarding the “Mental Health Basement Remodel Project,” Contract No. 610446: (1) Find the project categorically exempt in conformance with the California Environmental Quality Act (CEQA) Guidelines Section 15301, Class 1-Existing Facilities; (2) approve plans and specifications and direct the Public Works Director to advertise for bids; and (3) authorize opening of bids on or after Thursday, June 8, 2017, at 11:00 a.m.

SUMMARY

Bidding is proposed for the Mental Health Basement Remodel Project.


DISCUSSION

The Mental Health Building is located at 2640 Breslauer Way. The project area was originally the kitchen and cafeteria of the former Shasta General Hospital (Circa 1933). The remodel will create office space and ADA compliant parking and restrooms. Health and Human Services Agency (HHSA), program staff and supervisors will occupy the remodeled space. On April 11, 2017, the Board awarded the Mental Health Basement Abatement Contract to PARC Specialty Contractors, Inc. The abatement project is in progress.

ALTERNATIVES

The Board may decline to advertise for bids at this time. The abated project area will remain unoccupied.


OTHER AGENCY INVOLVEMENT

HHSA Administration supports this project. County Counsel has approved the contract documents as to form. Risk Management has reviewed and approved the contract documents. The recommendation has been reviewed by the County Administrative Office.


FINANCING

The total cost of the Mental Health Basement Remodel Project is estimated to be $1,300,000. The proposed FY 2017/18 HHSA budget includes $1,200,000 for the project.  HHSA will present a budget amendment at the time of project award to move funding into the FY 2016/17 LB&I Budget. There is no additional General Fund impact with the recommended action.
