Resolution Authorizing the District Attorney to Act as Agent with Regard to an Ongoing Agreement with the California Victim Compensation Board

RECOMMENDATION

Adopt a resolution which authorizes the Shasta County District Attorney to:  (1)  Serve as the grant agent for Shasta County with regard to an ongoing grant from the California Victim Compensation Board (CalVCB) for the purpose of providing emergency expenses for crime victims (Program); (2) sign the Program grant award agreement in an amount of zero dollars, for the period July 1, 2017 through June 30, 2020 (VC-7111); and (3)  execute and submit future Program-related documents including, but not limited to, applications, agreements, amendments, and payment requests, including any retroactive applications, agreements, and amendments, which may be necessary for the implementation of the Program through June 30, 2020.

DISCUSSION

Approving the recommended actions will allow the Victim Assistance Program in the District Attorney’s Office to continue to provide assistance to crime victims by paying for emergency expenses such as funeral/burial expenses, relocation costs, crime scene clean-up, and  other verified emergency losses that are pre-approved by CalVCB and the County.


ALTERNATIVES

The Board could choose not to authorize continuation of the Program, or defer action and request additional information from the District Attorney’s Office.


OTHER AGENCY INVOLVEMENT

The County Administrative Office has reviewed the recommendation. County Counsel has reviewed the agreement and resolution as to form. Risk Management and the Information Technology Department have reviewed and approved the agreement.


FINANCING

Revenues and appropriations for the Program were included in the Victim Witness Assistance Fiscal Year 2017-18 requested budget. In 2001, CalVCB provided $20,000 to Shasta County to initiate the Program and has since replenished the fund based on claims made by the County.  Program claims are pre-approved by CalVCB and are reimbursed on a dollar-for-dollar basis.  There is no match requirement associated with this Program. There is no additional impact on the General Fund associated with the recommendation.
