RECOMMENDATION

Approve and authorize the Chairman to sign a retroactive amendment, effective December 31, 2016, to the agreement with Lexipol, LLC.  for the subscription of law enforcement policy manuals and updates increasing the compensation payable to Lexipol by $8,818 annually with a first year prorate amount of $5,879 to add custody policies, replacing Exhibit A with Exhibit A-1, and retaining the term through July 31, 2019.

DISCUSSION

The Shasta County Sheriff’s Office desires to amend the agreement with Lexipol, LLC to add comprehensive, defensible policies specific to the Shasta County Sheriff’s Office Custody Division.  This amendment is retroactive due to staff not realizing the addition to the current agreement with Lexipol required Board approval, this was not brought to the attention of the accounting staff until an invoice for the Custody Division was received. On November 15, 2016, the Board approved a renewal agreement with Lexipol for the period August 1, 2016 through July 31, 2019.  Lexipol provides comprehensive, defensible policies written by legal and public safety professionals. Subsequently, the Sheriff’s Office determined to amend the agreement to add policies specific to the Custody Division beginning December 1, 2016 and Shasta County Risk Management has agreed to pay the prorated first year cost of these added policies.

ALTERNATIVES

The Board may propose changes to the amendment.

OTHER AGENCY INVOLVEMENT

The County Administrative Office has reviewed this recommendation.  County Counsel has approved the agreement as to form.  Risk Management has reviewed and approved this agreement and is funding the prorated first year cost of $5,879. 

FINANCING

There are sufficient appropriations in the Risk Management budget for the first year prorated cost associated with this amendment. Future year costs will be requested in the Sheriff’s requested budgets. Approval of this recommendation will result in no additional General Fund Impact.
