| | | | | | | | RECOMMENDATION
For the County Service Area (CSA) No. 2-Sugarloaf, adopt a resolution which authorizes the Public Works Director to submit an interim emergency funding application to the State Water Resources Control Board to improve drinking water quality in the CSA and execute and modify any resulting funding agreement(s) in an amount not to exceed $550,000. |
| | | | | | | | SUMMARY
Grant and loan applications are proposed to improve drinking water quality in CSA No. 2 - Sugarloaf. |
| | | | | | | | DISCUSSION
County Service Area No. 2 (CSA) provides potable water to 62 homes in Sugarloaf. The system was constructed by the developer and subsequently became a CSA. Water is supplied from a well and a spring. The State Water Resources Control Board, Division of Drinking Water (DDR), has declared the surface water treatment technology to be “unapproved.” E Coli has been detected in raw well water. Raw water is routinely disinfected with Chlorine. E Coli has not been detected in the treated water. DDR has determined the treatment system for the well to be "unreliable" and directed the issuance of a boil notice. Numerous grants have been pursued over the years to upgrade to approved technology. Emergency grant funding is now available for bottled water and may be available for system improvements. |
| | | | | | | | ALTERNATIVES
The Board may decline to seek emergency funding. The boil notice would remain in effect.
|
| | | | | | | | OTHER AGENCY INVOLVEMENT
Staff has worked continuously with DDR. County Counsel has approved the resolution as to form. The recommendation has been reviewed by the County Administrative Office.
|
| | | | | | | | FINANCING
The CSA has very limited financial resources to address its problems. Initial costs to develop the scope of work were absorbed by the Water Agency. Adequate funds are included in the Adopted 2016-17 Water Agency budget for proposed consultant work. The ultimate project may entail up to $550,000 in grant funded design and construction. There is no General Fund impact. |
