Mental Health Building Roofing Project Phase II – Permission to Advertise

RECOMMENDATION

Take the following actions regarding the "Mental Health Building Roofing Project Phase II," Contract No. 111016: (1) Find the project categorically exempt in conformance with the California Environmental Quality Act (CEQA) Section 15301, Class I–Existing Facilities; (2) approve plans and specifications and direct the Public Works Director to advertise for bids; and (3) authorize opening of bids on or after May 25, 2017, at 3:00 p.m.

SUMMARY

A new roof is proposed for Mental Health at 2640 Breslauer Way.

DISCUSSION

Mental Health occupies the building at 2640 Breslauer Way.  The roof leaks.  Staff proposes to replace older portions of roof.  The new roof will feature single-ply PVC with a 20-year warranty.

ALTERNATIVES

The Board may decline to advertise for the work at this time.  Water intrusion will continue and progress.

OTHER AGENCY INVOLVEMENT

HHSA Administration supports this project.  County Counsel has approved the contract documents as to form.  Risk Management has reviewed and approved the contract documents.  The County Administrative Office has reviewed this recommendation.

FINANCING

The total cost of this project is estimated to be $1,000,000.  Adequate funds have been included in the Requested FY 2017/18 budgets.  A budget amendment to advance funding into FY 2016/17 will be proposed at time of award. There is no additional General Fund impact.
