For the County Service Area No. 17-Cottonwood Sewer Wastewater Collection and Treatment Improvement Project, Contract No. 610411, adopt a resolution which adopts the California Environmental Quality Act (CEQA) Mitigated Negative Declaration subject to the findings. |

A CEQA determination is proposed for sewage collection and treatment upgrades in Cottonwood. |
| | | | | | | | DISCUSSION
County Service Area #17 provides sewer service in Cottonwood. The County is preparing to upgrade the collection and treatment facilities. The State Water Resources Control Board has provided a $434,000 planning grant. On March 15, 2016, the Board approved an engineering services agreement with PACE Engineering, Inc. Design work is in progress. Two construction projects will follow. Measures have been proposed to mitigate potential project impacts. A CEQA Initial Study has circulated for 30 days (attached). One comment letter was received. Comments and responses are included in Appendix D. |

The Board may decline to adopt a MND at this time. CEQA compliance is required prior to construction.

| | | | | | | | OTHER AGENCY INVOLVEMENT
County Counsel has approved the resolution as to form. The recommendation has been reviewed by the County Administrative Office.

| | | | | | | | FINANCING
CEQA compliance was funded through the $434,000 State planning grant. Adequate funds are included in the Adopted FY 2016/17 budget for County Service Area #17. There is no General Fund Impact.
