The MHADAB was established on December 15, 2009 by Resolution No. 2009-121 adopted by the Board of Supervisors. The MHADAB serves as a mental health board required by Welfare & Institutions Code § 5604 and an alcohol and drug advisory board authorized by Health & Safety Code § 11805. Three primary roles of the MHADAB are: (1) to provide mental health, alcohol and drug programs with regular community input regarding services; (2) to identify unmet community needs; and (3) to review draft Mental Health Services Act plans and annual updates, and conduct related public meetings.
On February 17, 2017, an Ad Hoc Membership Committee of the MHADAB interviewed Lt. Marlar. The Ad Hoc Membership Committee’s findings determined Lt. Marlar possesses unique qualities and experiences allowing him to provide valuable input regarding mental health and substance abuse issues. At its March 1, 2017 regular meeting, all MHADAB members present supported the Membership Committee’s recommendation, and voted unanimously to recommend Lt. Marlar to fill the unexpired vacancy to December 31, 2019.
The recommended appointment complies with Article II, Section 1(B) of the Shasta County Mental Health, Alcohol and Drug Advisory Board (MHADAB) Bylaws approved by the Board of Supervisors on 12-15-09. That provision of the Bylaws states as follows.
Pursuant to Section 5604(a)(2) of the Welfare and Institutions Code, 50 percent of the MHADAB membership shall be consumers or the parents, spouses, siblings, or adult children of consumers, who are receiving or have received mental health services. Pursuant to Welfare and Institutions Code Section 5604 (a)(2), at least 20 percent of the total membership shall be consumers, and at least 20 percent shall be families of consumers.
Of the remaining members, the MHADAB shall recommend individuals for appointment who represent the education community, the law and justice community (including, but not limited to, law enforcement, probation department, and officers of the court), the health community (including, but not limited to, representatives from local hospitals, clinics, or individual healthcare providers), representatives of community partners (programs serving individuals with mental health, alcohol and/or drug disorders), and the community at large.
Pursuant to Welfare and Institutions Code Section 5604.5, the MHADAB membership should reflect the demographic diversity of the county as a whole to the extent feasible.
