RECOMMENDATION

Take the following actions: (1) Adopt a resolution approving a successor comprehensive Memorandum of Understanding (MOU) between Deputy Sheriffs Association-Correctional Officer-Deputy Sheriffs (DSA-CO), and the County of Shasta covering the period April 1, 2017 through March 31, 2020; and (2) adopt a salary resolution, effective April 2, 2017, which amends the Salary Schedule for positions in County Service pursuant to the DSA-CO MOU.

DISCUSSION

Negotiations with DSA-CO began in February 2017. After efforts from both DSA-CO and the County, a proposal was brought to and ratified by the members of DSA-CO on March 22, 2017. The terms of the MOU have been reviewed and discussed with the Board. The Board is now being asked to formally approve the MOU for this bargaining unit which specifies wages, benefits, and other terms and conditions of employment for a term through March 31, 2020.

 

The most significant aspects of the successor MOU are the following stipulations: (1) Effective April 02, 2017, unit employee salaries will be increased by three percent (3%); (2) effective April 01, 2018, unit employee salaries will be increased by three percent (3%); (3) effective March 31, 2019, unit employee salaries will be increased by two percent (2%); (4) effective April 02, 2017, a sergeant assigned and performing the duties as an Administration Sergeant shall receive an additional five percent (5%) of base wages; (5) effective the pay period including January 01, 2018, the uniform allowance for employees within the DSA-CO Unit will increase to seven hundred dollars ($700.00) annually and employees will receive said allowance paid with regular payroll in equal installments; (6) effective April 01, 2017, unit employees will be provided an option to appeal Intermediate Disciplinary Action to an Advisory Hearing Officer; (7) creation of a new In-House Certificate program modeled after the POST certificate program but applied to Correctional Duties. Employees meeting the Intermediate Requirements shall receive an additional two and one half percent (2.5%) of base wages, and employees meeting the Advanced Requirements shall receive an additional two and one half percent (2.5%) of base wages, for a total incentive payment of five percent (5%); and (8) all employees within the DSA-CO Unit hired on or after January 1, 2018 and current employees hired  prior to January 1, 2018 who choose to opt-in, will participate in a 401(a) Plan wherein the County will contribute the agreed upon amount for retiree medical benefits.

 

In addition, there were clerical and other minor changes made to this successor MOU in order to be consistent with other County MOU’s and the Shasta County Personnel Rules.

 

The DSA-CO bargaining team and unit employees should be recognized for their professionalism throughout the bargaining process that led to this agreement.

ALTERNATIVES

There are no alternatives since the proposed MOU is the product of a good faith process in which both DSA-CO and County have reached an agreement.

OTHER AGENCY INVOLVEMENT

The County Administrative Office has reviewed the recommendation, and this action has the concurrence of the County Executive Officer (CEO). Gage Dungy, Partner of Liebert Cassidy Whitmore, served as the County’s Chief Labor Negotiator during this process.

FINANCING

The recommendation equates to an approximate cost of $517,000 due to the increase of employee salaries and benefits for the term of this MOU.
