Take the following actions regarding the Oak Tree Lane Permanent Road Division: (1) Receive the petition for activation; (2) receive the maintenance cost estimates; (3) receive the annual parcel charge report; and (4) set a public hearing for May 16, 2017, at 9 a.m. or as soon thereafter as may be heard, to consider activation of the Oak Tree Lane Permanent Road Division. |
| | | | | | | | SUMMARY
A permanent road division (PRD) is proposed to maintain Oak Tree Lane and Happy Hollow Lane in Palo Cedro. |
| | | | | | | | DISCUSSION
On January 4, 2000, the Board of Supervisors adopted Resolution 2000-10 forming the Oak Tree Lane PRD in Palo Cedro. A public hearing was held to consider activating the PRD. A majority of ballots received were in protest. An annual parcel charge was not imposed.
Public Works was recently contacted regarding activation of the PRD. Updated maintenance cost estimates were created. The proposed annual parcel charge is $460 per parcel for four parcels and $870 for seven parcels. After two years the annual fee is to be reduced to $230 per parcel for four parcels and $312 for seven parcels. The owners have petitioned the Board to activate the PRD. |
| | | | | | | | ALTERNATIVES
The Board may decline to proceed with the PRD. The road would continue to be maintained by the residents. |
| | | | | | | | OTHER AGENCY INVOLVEMENT
The petition form has been approved by County Counsel as to form. The recommendation has been reviewed by the County Administrative Office. |
| | | | | | | | FINANCING
Maintenance will be funded through annual parcel charges. There is no General Fund Impact. |
