RECOMMENDATION

Approve and authorize the Chairman to sign an agreement with the Rushmore Group of South Dakota, LLC in an amount not to exceed $177,000 (including an annual advance payment in the amount of $27,000 for software maintenance and support) to provide an electronic case review and reporting database for the Health and Human Services Agency-Regional Services Branch-Eligibility and Employment for the period March 28, 2017 through March 27, 2019.

SUMMARY

This new case review and reporting database (CRS) system will allow Eligibility Lead Workers and Supervisors a streamlined approach for case review, increased productivity, reduction of errors, and reporting methods to identify training needs for Eligibility line staff.

DISCUSSION

Currently, the Shasta County Health and Human Services Agency (HHSA) staff within Regional Services - Eligibility and Employment Branch (Eligibility) perform case reviews with a daily authorization sheet for accuracy to ensure our clients receive the CalWORKs, CalFresh and Medi-Cal benefits they are eligible for in a timely manner. This is time consuming and there are inconsistencies in the manner the reviews are completed because all reports on accuracy and trends have to be manually tracked.  Eligibility staff participating in the Quality Assurance Workgroup (QAW) completed research to improve the efficiency and effectiveness of the current case review process and a software system was recommended as an essential component for improvement. The Rushmore Group web-based software is the only known application designed for eligibility program case review. No formal competitive procurement process was completed, however, staff completed an informal review of four counties processes. QAW consulted with other California Counties and visited Sacramento County to observe a live demonstration of The Rushmore Group case reviews. Sacramento County implemented The Rushmore Group System approximately ten years ago and is highly satisfied with the system and the significant improvement in error rates. This product has been sole sourced for several states and counties including the Counties of Orange, Fresno, Madera, Sacramento, San Bernardino, San Diego and Santa Cruz in California.  

ALTERNATIVES

The Board could choose not to approve the agreement.

OTHER AGENCY INVOLVEMENT

County Counsel has approved the agreement as to form.  Risk Management has approved the agreement. County Information Technology has approved the agreement. This recommendation has been reviewed by the County Administrative Office.

FINANCING

Regional Services’ FY 2016-17 Adjusted Budget includes sufficient appropriation authority for the activities described in this agreement. No additional County General Funds are requested.
