RECOMMENDATION

Adopt a salary resolution, effective April 2, 2017, which:  (1) Deletes 1.0 Full-Time Equivalent (FTE) vacant Epidemiologist/Senior Staff Analyst position, adds 1.0 FTE Senior Staff Services Analyst position, and adds 1.0 FTE Account Clerk III position in the Health and Human Services Agency budget; and (2) deletes 1.0 FTE vacant Business Office Clerk I/II in the Perinatal Program budget.

DISCUSSION

As vacancies become available, the duties and responsibilities associated with positions, along with the needs of the department are evaluated. The Health and Human Services Agency (HHSA) has identified the need for a Senior Staff Services Analyst position to perform supervision duties. The Senior Staff Services Analyst classification job duties better align with the needs of the department.

 

The HHSA-Business and Support Services Branch has also identified the need for an Account Clerk III in the fiscal unit who will be tasked with assisting with collections.  Collections brings in over $1,000,000 a year and this position is needed to support those efforts.  The department requests the vacant Business Office Clerk I/II position currently located in the Perinatal Program budget is moved to the HHSA budget and where time studies will be used to correctly attribute costs.

ALTERNATIVES

The Board could choose not to approve the salary resolution.

OTHER AGENCY INVOLVEMENT

The Support Services Department – Personnel Unit has reviewed the recommendation and prepared the salary resolution.  This recommendation has been reviewed by the County Administrative Office.

FINANCING

There is no additional General Fund impact from the recommended action. The additional costs of the Account Clerk III in the HHSA budget will be funded by additional collection efforts provided by the position.  The HHSA budget has sufficient FY 16/17 appropriations to cover the additional cost.
