RECOMMENDATION

Take the following actions regarding the "Shasta County Health and Human Services Agency Office Remodel at 4222 Shasta Dam Boulevard," Contract No. 610445: (1) Find the project categorically exempt in conformance with the California Environmental Quality Act (CEQA) Section 15301, Class I–Existing Facilities; (2) approve plans and specifications and direct the Public Works Director to advertise for bids; and (3) authorize opening of bids on or after May 18, 2017, at 3:00 p.m.

SUMMARY

A remodel is proposed at 4216 & 4222 Shasta Dam Boulevard.

DISCUSSION

The Health and Human Services Agency (HHSA) has a regional office at 4216 Shasta Dam Boulevard in the City of Shasta Lake.  Staff proposes to expand into adjacent office space at 4222 Shasta Dam Boulevard.  Remodeling is proposed to meet operational needs.  Public contracting requirements apply even if the County is not the property owner.  The current property owner has agreed to the proposed modifications.

ALTERNATIVES

The Board may decline to proceed with the project at this time. This is not recommended as the space requires modifications to make it suitable for County operations.

OTHER AGENCY INVOLVEMENT

County Counsel has approved the specifications as to form.  Risk Management has reviewed and approved the specifications.  The County Administrative Office has reviewed this recommendation.

FINANCING

The total cost of this project, including design, construction, inspection and contingencies, is estimated to be $249,665. The current Land, Buildings & Improvements budget for this work is $150,000.  A budget amendment to increase appropriations will be proposed concurrent with bid award. There is no additional General Fund impact.
