RECOMMENDATION

Take the following actions regarding the Mental Health Basement Abatement Project, Contract No. 610446A: (1) Find the project categorically exempt in conformance with the California Environmental Quality Act (CEQA) Section 15301, Class 1-Existing Facilities; (2) approve plans and specifications and direct the Public Works Director to advertise for bids; and (3) authorize opening of bids on or after April 4, 2017 at 11 a.m.

SUMMARY

An abatement project is proposed in preparation for a remodel of the Mental Health Building basement.

DISCUSSION

The Mental Health Building is located at 2640 Breslauer Way. This building is the old Shasta General Hospital.  The kitchen and cafeteria were in the basement. A remodel is proposed to create offices, break room, meeting room, restrooms and ADA compliant parking. Health and Human Services Agency (HHSA) program staff and supervisors would occupy the space. An abatement project is proposed to remove asbestos and lead.  Tenant improvements will be proposed under a subsequent contract.

ALTERNATIVES

The Board may decline to advertise for bids at this time. The existing space is largely vacant.  HHSA program staff may remain in their current space but will eventually require other facilities.

OTHER AGENCY INVOLVEMENT

HHSA Administration supports this project. County Counsel has approved the contract documents as to form. Risk Management has reviewed and approved the contract documents. The recommendation has been reviewed by the County Administrative Office.

FINANCING

The total cost of the Mental Health Basement Remodel Project which includes the abatement is estimated to be $1,200,000. There is $50,000 budgeted in LB&I for FY 2016/17. Additional appropriations will be proposed at time of award or in conjunction with the FY 2017/18 budget. There is no additional General Fund impact.
