On March 10, 2015, the Probation Department issued a Request for Proposals (RFP) from service providers with the capacity to implement and operate a Supportive Housing Program for homeless offenders (individuals and families) referred by Shasta County Probation. Through this process, NVCSS was selected to provide the PATH program and on June 30, 2015, an agreement was approved by the Board of Supervisors.
As a part of this executed agreement, a budget was attached and incorporated. Over the course of the initial term of the agreement, it became apparent that adjustments would have to be made for the automatic one-year renewals to appropriately cover the costs of service. To that end, this amendment will move $6,000 from “Salaries & Wages” to “All Fringe Benefits excluding Workers Comp” for the second and third year of the agreement.
Allowing the Chief Probation Officer to sign amendments to the agreement provides for process efficiencies.
The NVCSS PATH agreement administers and implements a supportive housing program that utilizes a multi-phase model of case management to provide assistance to Probation offenders in obtaining and retaining housing which includes an assistance program for rent subsidies and expenses related to obtaining housing.
In addition to case management and housing related aid, the contract provides an assessment of individual strengths and needs and training sessions, workshops, classes, and group meetings to promote independent living skills and stable housing, including information and tools relating to finances, budgeting, and health and safety for residents in an effort to build confidence and enhance ability to maintain independent living and stable housing.
Between February 2014 and January 2017, 432 referrals have been made to the NVCSS PATH program by the Probation Department. In that time, 159 offenders found housing placement through the program and remained at the same placement for at least 30 consecutive days.
