RECOMMENDATION

Take the following actions regarding the California Department of Public Health Prescription Drug Overdose Prevention Project grant:  (1) Approve and authorize the Chairman to sign:  (a) a retroactive revenue grant agreement with the California Department of Public Health in the amount of $163,300 to allow the Health and Human Services Agency (HHSA)-Public Health Branch to implement the Prescription Drug Overdose Prevention Project for the period September 1, 2016 through August 31, 2019; (b) the Contractor Certification Clauses (CCC-307); and (c) the Certification Regarding Lobbying; and (2) authorize the HHSA-Public Health Branch Director or designee to sign amendments to the agreement that result in a net change to the maximum compensation of no more than $16,330, that do not result in a substantial or functional change to the original intent of this agreement, and that otherwise comply with Administrative Policy 6-101, Shasta County Contracts Manual.

SUMMARY

Approval of the recommendations will allow the HHSA-Public Health Branch to accept grant funds to conduct community based prescription overdose prevention interventions in Shasta County.

DISCUSSION

Shasta County has an increasing problem with prescription drug misuse resulting in a rising rate of overdoses in our community.  Shasta County’s age-adjusted drug-induced death rate was 27.2 per 100,000 residents during the three year period from 2012 to 2014, two and a half times higher than the rate for California drug-induced deaths (11.3 per 100,000). Non-fatal Emergency Room visits and hospitalization rates have increased in Shasta County in recent years and are consistently higher than the state. As such, the California Department of Public Health (CDPH) proposes to work with HHSA-Public Health Branch on the opioid epidemic in our community by granting $163,000 over a three-year period. This specific funding would allow the HHSA-Public Health Branch to conduct activities such as coalition building with the existing “No Rx Abuse” coalition, conduct education and outreach to medical providers, and provide training to the medical community.

ALTERNATIVES

The Board could choose not to allow HHSA Public Health to accept these grant funds.

OTHER AGENCY INVOLVEMENT

The agreement has been approved by Risk Management and approved as to form by County Counsel. The County Administrative Office has reviewed the recommendation.

FINANCING

There are sufficient appropriations included in the HHSA – Public Health Fiscal Year 2016-17 Adjusted Budget.  Associated revenues and expenditures will be included in the Fiscal Year 17/18 HHSA Public Health Requested Budget.   There is no additional General Fund impact associated with approval of this grant
