DISCUSSION
On January 19, 2017, the Shasta County Director of the Office of Emergency Services proclaimed the existence of a local emergency due to storm damage. The Board's January 24, 2017 adoption of Resolution No. 2017-009 ratified the Proclamation of Local Emergency which enabled the County and other local governments to request State and Federal assistance under the State and Federal Disaster Assistance Programs if State and Federal Proclamations are issued; allowed the Director of Emergency Services (or authorized official) to take preventative measures necessary to protect and preserve public health and safety; and enhanced legal protection for government entities, agencies, and employees with respect to emergency decisions and actions.
On February 7, 2017, the Board adopted Resolution No. 2017-014 which continued the proclamation. Since February 27, 2017, the extreme weather systems had subsided. However, due to the high releases from Keswick Dam implemented by the Bureau of Reclamation to reduce the level of Shasta Lake, extreme conditions still existed and a full assessment were unable to be completed until such releases were lowered to a safe level. On March 7, 2017, the Board adopted Resolution No. 2017-033 to continue the proclamation of a local emergency.
Since March 7, the conditions leading to the extreme peril to the safety of persons and property have subsided and adopting this resolution will terminate the local emergency proclamation. |
