RECOMMENDATION

Approve a budget amendment increasing appropriations and revenue by $500,000 in the Shasta County Air Quality Management District budget to continue the Carl Moyer and Carl Moyer Truck Improvement/Modernization Benefiting Emission Reductions (TIMBER) programs.

DISCUSSION

The Air District has participated in the Carl Moyer Memorial Air Quality Standards Attainment Program since 1999. The Carl Moyer program is currently structured to fund the incremental cost of repowering or replacing diesel powered vehicles and equipment with the latest lower emission engines and motors. Eligible projects have included off-road equipment, heavy duty diesel trucks, and agricultural irrigation pump repowers.

 

In 2016 and 2017, the Shasta County APCB adopted resolutions authorizing the district to apply for and receive multi-district funds for the Carl Moyer Truck Improvement/Modernization Benefiting Emission Reductions Program (TIMBER), and the Carl Moyer Program funds, including authorizing acceptance of any qualified project funds and administrative funds awarded to the District through the Carl Moyer Rural Assistance Program (RAP) through FY 2016-17. 

 

During the budget process for FY 2016-17, the District estimated the expenses and revenue for the Carl Moyer and Carl Moyer TIMBER program to be $800,000 utilizing prior year program funds.   The District has received additional grant awards in FY 2016/17 in the amount of $1,257,648.  It is expected that the District will be awarding $500,000 this fiscal year of these additional funds. The remaining grant funds would be carried to the next Fiscal Year.  The program has proven to be more successful this year than anticipated with more applicants applying for these program grant funds. 

ALTERNATIVES

Cancel the programs and fully executed agreements and return the funds to the Air Resources Board. 

OTHER AGENCY INVOLVEMENT

The budget amendment request will be processed by the Auditor-Controller with approval of the Recommendation.  This recommendation has been reviewed by the County Administrative Office.

FINANCING

The funds for the Carl Moyer TIMBER and Carl Moyer programs have been received by the Air District and are currently deposited in the Unearned Revenue account in the Air District’s budget.  The District has approximately 1.4 million in Carl Moyer TIMBER Funds to be spent by FY 2017/18 from the last two grant cycles (Year 17 & 18) received in June, 2016 and October, 2016.  There is no General Fund impact.
