RECOMMENDATION

Take the following actions regarding the In-Home Supportive Services Advisory Committee:  (1) Reappoint Shyrle DeHaven and Elizabeth Slossom for three-year terms to expire March 31, 2020; and (2) appoint Sharla Adkins and Joy Newcom-Wade for two-year terms to expire March 31, 2019.

DISCUSSION

The Committee is appointed by the Board of Supervisors to provide recommendations about the In-Home Supportive Services (IHSS) Program and provider registration/relations activities of the IHSS Public Authority.  Shasta County Code (SCC) 2.45.070, In-Home Supportive Services Advisory Committee (Committee), states that the Committee shall be comprised of nine individuals of which no less than 50 percent shall be personal care recipients, no less than two shall be personal care providers, and the remainder may be community members who advocate for people with disabilities, seniors, or home care providers.

 

Effective March 31, 2017, the membership terms for Shyrle DeHaven and Elizabeth Slossom will expire.  It is recommended that the Board of Supervisors reappoint these members to fulfill the statutory proportional requirements for provider, recipient and community members within the existing Committee.

 

There currently exists one vacancy on the Committee in the recipient member category and one vacancy in the provider member category.  Following the processes outlined within SCC 2.45.070 and state statute, this vacancy was publicly noticed through posting a special vacancy notice in the office of the Shasta County Clerk of the Board, the Redding Library, the Shasta County Law Library, and the County Adult Services Building.  The vacancy was also noticed by sending an IHSS newsletter with an enclosed application to all current IHSS recipients and providers.  Two persons expressed interest in serving on the Committee and were interviewed by a panel consisting of the current Committee Chairman, the current Committee Vice-Chairman, and the lead Public Authority staff person. It is recommended that the Board of Supervisors appoint Sharla Adkins and Joy Newcom-Wade as new members.  

ALTERNATIVES

The Board, at its discretion, can decline to appoint any or all of the recommended individuals, or direct staff to re-advertise and return with new appointee recommendations.

OTHER AGENCY INVOLVEMENT

This recommendation has been reviewed by the County Administrative Office. At their January 13, 2017 meeting, for all members present, the Committee voted in support of the recommended appointment and reappointments.

FINANCING

The Adjusted FY 2016-17 IHSS Public Authority budget (FU 851) includes sufficient appropriation authority for Committee activities and sufficient budget authority will be included in future fiscal year budget requests.  There is no additional General Fund impact with the approval of this recommendation.
