RECOMMENDATION

Approve the following Fiscal Year 2016-17 Public Works budget amendments: (1) Transferring appropriations by $10,000 in the Land Buildings and Improvements budget; (2) increasing appropriations by $501 in the County Service Area (CSA) No. 11-French Gulch Water Debt Service Admin budget to be offset by use of Retained Earnings; (3) increasing revenue by $501 in the CSA No. 11-French Gulch Water Admin budget; (4) increasing appropriations and revenue by $100,000 in the CSA No. 6-Jones Valley Water budget; (5) increasing appropriations by $300 in CSA No. 6-Jones Valley Special Assessment Elk Trail budget to be offset by use of Retained Earnings; and (6) increasing appropriations by $12,500 in the Title III Projects budget to be offset by use of Unassigned Fund Balance.

SUMMARY

Budget amendments are recommended to align budget values with anticipated actual values in the fiscal year.

DISCUSSION

Budgets were created based upon the best available information at that time.  A mid-year budget review was recently performed.  Actual revenues and expenditures vary from budget values.

 

An increase and a decrease in appropriations is requested in Land Buildings and Improvements.  The increase recognizes additional Jail HVAC project costs to improve ventilation.  The decrease recognizes savings in the Jail Security Upgrade project.  An increase in appropriations and revenue is requested in CSA #6 Jones Valley Water for a grant-funded Meter Replacement and Leak Survey. The increase for CSA #11 French Gulch Water Debt Service Admin is to close out the bond sinking fund.  The increase for CSA #11 French Gulch Water Admin is to transfer in the remaining funds from the debt service fund.  The increase for CSA #6 Jones Valley Special Assessment Elk Trail is to cover increased consultant costs.  The increase for Title III Projects is to cover costs which had been budgeted in the previous fiscal year but were incurred in the current year.

ALTERNATIVES

The Board may decline to approve the budget amendments.  Actual values will be overstated.

OTHER AGENCY INVOLVEMENT

The Auditor-Controller will process the budget amendments upon Board approval.  The County Administrative Office has reviewed this recommendation.

FINANCING

Adequate resources were included in the various Adopted 2016/17 budget units.  Adequate resources will still remain with these proposed budget adjustments.  There is no General Fund Impact.
