RECOMMENDATION

Appoint General Manager of the Centerville Community Services District Chris Muehlbacher to the Northern Sacramento Valley Integrated Regional Water Management Board of Directors.

SUMMARY

There is an opening on the Northern Sacramento Valley Integrated Regional Water Management group Board of Directors.

DISCUSSION

The Northern Sacramento Valley Integrated Regional Water Management group (NSV) is a consortium of six Sacramento Valley counties.  The NSV engages in regional water resource planning.  They also vet project proposals for state grant funding.  Approximately $37 Million in Proposition 1 funds will be available in the Sacramento River funding area in 2017.

 

In 2010, the Shasta County Board of Supervisors appointed representatives from the county (Supervisor Moty), a city (Councilman Larry Farr) and a water district (Stan Wangberg).  The City of Redding provides an alternate delegate as necessary.  Stan Wangberg retired last fall. Chris Muehlbacher is the General Manager at Centerville Community Services District (CSD).  He has volunteered to serve on the NSV Board of Directors and has the support of his Board in this endeavor.

ALTERNATIVES

The Board may elect to appoint another representative or may decline to appoint a permanent representative at this time.  The City of Redding may send its alternate to fill the seat in the latter case.

OTHER AGENCY INVOLVEMENT

The recommendation has been reviewed by the County Administrative Office.  Other local water district managers have been advised of the vacancy.  Only Mr. Muehlbacher expressed an interest in serving in this capacity.

FINANCING

Adequate funds to support County participation in the NSV are included in the Adopted 2016/17 Water Agency budget.  Staff, travel and miscellaneous costs for the proposed appointee would not be reimbursed by the County or the Water Agency and are the responsibility of the appointee.  There is no General Fund impact.
