RECOMMENDATION

Take the following actions regarding the Soda Creek Road at Soda Creek Bridge Replacement Project, Contract No. 705928:  (1) Adopt a resolution to make the environmental findings and adopt a California Environmental Quality Act (CEQA) determination of a Mitigated Negative Declaration; (2) approve and authorize the Chairman to sign a right of way contract with Oxbow Timber I, LLC for right of way valued at $1,500 for 0.19 acres and for a temporary construction easement valued at $150 for 0.39 acres; and (3) accept an Easement Deed conveying a right of way parcel.

SUMMARY

Right of way acquisition is proposed for the Soda Creek Road at Soda Creek Bridge Replacement Project.

DISCUSSION

The County is preparing to replace the Soda Creek Road at Soda Creek Bridge.  The existing steel truss bridge is structurally deficient.  A 110-foot-long concrete box girder bridge is proposed.  The existing bridge will remain in service during construction.  A Mitigated Negative Declaration is proposed based on the Initial Study.  There was a 30-day public comment period.  The project requires the acquisition of one permanent right of way parcel and one Temporary Construction Easement.  Agreement has been reached with the property owner.

ALTERNATIVES

The Board may decline to make the CEQA findings and acquire the right of way.  These steps are necessary to construct the project.

OTHER AGENCY INVOLVEMENT

Caltrans oversees the project funding.  County Counsel has approved the resolution and contract as to form.  Risk Management has reviewed and approved the contract.  The recommendation has been reviewed by the County Administrative Office.

FINANCING

The total project cost estimate is $1,000,000.  Federal funds will cover 100%.  Adequate funds are included in the FY 2016/17 Road Fund budget.  There is no General Fund impact.
