RECOMMENDATION

Adopt a Salary Resolution, effective March 26, 2023, which amends the Shasta County Position Allocation list to add 6.0 Full Time Equivalent Public Safety Service Officer positions in the Sheriff’s Jail budget.

DISCUSSION

In an effort to reopen the third floor of the Jail, which was closed on July 28, 2022, the Sheriff’s Office is requesting to add 6.0 Full Time Equivalent Public Safety Service Officers (PSSOs) to the Jail budget. PSSOs are able to support Correctional Officer I/II – Deputy Sheriffs by completing duties which do not require peace officer powers, such as primary custody, security, and property management, allowing the Correctional Officers to focus on duties directly related to inmate management.

ALTERNATIVES

The Board may choose to not approve the recommendation or provide alternate direction to staff.

OTHER AGENCY INVOLVEMENT

Support Services – Personnel has prepared the Salary Resolution and reviewed this recommendation in conjunction with the Sheriff’s Office. The County Administrative Office has reviewed this recommendation.

FISCAL IMPACT

There is an additional $37,400 General Fund impact with the approval of the recommendation for the remainder of the Fiscal Year 2022-23 of which approximately $19,500 is salary and $17,900 is benefit costs (FICA/Medicare, PERS Employer Contribution, 401A Contribution, Health and Life Insurance, Other Post-Employment Benefits, Unemployment Insurance, Workers Compensation, and leave buyout options). The estimated costs for Fiscal Year 2023-24 are $472,000, of which approximately $263,500 is salary and $208,500 is benefit costs. The Sheriff's Office will include appropriate funding in future requested budgets.
