Take the following actions: (1) Waive Shasta County Code 3.04.020, Competitive Procurement, due to limitations on the source of supply; and (2) approve and authorize the Department of Public Works to purchase two animal regulation trucks from Lithia Chevrolet of Redding for a total price of $214,751.10. |
| | | | | | | | DISCUSSION
County Purchasing issued Request for Bid (RFB) 23-03 for Fiscal Year 2022-23 Fleet vehicles in September of 2022. On September 13, 2022, the Board authorized the award of vehicle purchases for the RFB. Due to vehicle and supply chain shortages, manufactures could not fulfill these two replacement vehicle orders. Fleet Management Division of Public Works (County Fleet) has obtained bids from alternate manufactures and dealers for comparable vehicles to replace the deleted orders and fulfill vehicle needs of the Sheriff’s Department. The new vehicle bid is $9,900.45 less than the original RFB price. These vehicles are available for order now and the order window will expire prior to the end of the fiscal year. It is requested that the Board waive the competitive procurement requirements of Shasta County Code 3.04.020, and Section 2.7 of Shasta County Administrative Policy 6-101, and authorize County Fleet to issue a purchase order for the two vehicles to Lithia Chevrolet of Redding for a total amount of $214,751.10. |

The Board may decline or postpone the vehicle purchases. The existing Board authorized vehicle purchases would go unfulfilled. This is not recommended. Inventory shortages are an ongoing issue and the Sheriff’s department is currently down one animal regulations truck. It is likely purchase restraints will continue. |

The Sheriff's Office and County Purchasing support the purchases. The Auditor and County Purchasing have approved the purchases. The Recommendation has been reviewed by the County Administrative Office. |

Sufficient appropriations for the purchases are included in the Adopted Fiscal Year 2022-23 Fleet Management Replacement budget. The vehicle costs will be covered through departmental charges. |
