Designate authority and approve the purchase of the Checkpoint Cloud Email Gateway, including installation, and 3 years of warranty support, utilizing California’s Department of General Services (CDGS) Software Licensing Program (SLP) SLP-22-70-0361A, and authorize the Chief Information Officer to subscribe to the software service through the vendor Six Degrees Consulting, Inc, an authorized reseller for the SLP contract, in an amount not to exceed $192,276.35. |
| | | | | | | | DISCUSSION
The IT department did an evaluation of several email gateway products recommend by Gartner Research. After a thorough review and testing of the different products, the Checkpoint Cloud Email Gateway was chosen as the superior product to enhance the County e-mail security environment.
The County email system is critical to our business, but it is also the biggest risk-threat to our county network. The Checkpoint product will better protect county with its Anti-Phishing, Anti-Malware and Data Loss Prevention for all incoming, internal, and outgoing email. The Checkpoint product will give the County better investigation tools and more insight to any malicious or bad email being sent to our domain. The subscription of the Cloud Email Gateway Software Service is critical to continue to protect the County Email system infrastructure and to better align with recommended information security management practices.
CDGS contracts are cooperative agreements that are based on and comply with bidding and purchasing policies required by law. Procurements through these contracts are permissible under Shasta County Code 3.04.060 and Administrative Policy 6-101, Shasta County Contracts Manual. |

The Board can choose not to approve the subscription; County IT would continue to use the existing gateway product and review any additional services to enhance e-mail security. |
| | | | | | | | OTHER AGENCY INVOLVEMENT
The Purchasing Department supports the recommendation. Risk has approved the terms. County Counsel has approved the terms as to form. The County Administrative Office has reviewed the recommendation. |
| | | | | | | | FISCAL IMPACT
The IT Fiscal Year (FY) 2022-23 Adopted Budget includes allocation and maintenance of equipment (MOE) account 033528 to maintain Information Technology’s (IT) existing Email Gateway product. IT will reallocate these MOE Funds towards the Checkpoint Cloud Email Gateway subscription. No additional General Fund impacts are anticipated at this time. |
