RECOMMENDATION

Award to the lowest responsive and responsible bidder, Design Time and Tile, Inc., on a lump-sum basis, the contract for “Shasta County Administration Center – Support Services Reflooring Project,” Contract No. 610581, in the amount of $129,422.

DISCUSSION

The flooring in the Support Services Office on the third floor of the Administration Center needs replacing.  The existing flooring was installed when the Administration Center was constructed in 2003.  New carpet tile will be installed throughout most of the work areas.  The remaining areas: front lobby, staff counter area, and adjacent work room will be replaced with resilient tile flooring.

 

On January 10, 2023, the Board approved plans and specifications to construct the project.  On February 9, 2023, two bids were received and opened.  The low bid was 23% above the Engineer’s Estimate.  Staff recommends that the Board award the contract to the lowest responsive and responsible bidder, Design Time and Tile, Inc., in the amount of $129,422.

ALTERNATIVES

The Board may decline to proceed with the project at this time.  The existing well-worn flooring will remain.

OTHER AGENCY INVOLVEMENT

The Support Services Department has been involved throughout the process. County Counsel has approved the contract documents as to form. Risk Management has approved the contract documents. The Recommendation has been reviewed by the County Administrative Office.

FISCAL IMPACT

The estimated cost for construction, inspection, and contingencies is $160,000. Sufficient appropriations for the project are included in the Adopted Fiscal Year 2022-23 Personnel budget. The project is funded by Personnel and costs will be recouped through cost plan charges in future years.
