RECOMMENDATION

Approve an amendment, effective date of signing, to the agreement with DFM Associates for election management software and support which increases compensation not to exceed $6,870 per month (paid in advance) and extends the term from June 30, 2023, to June 30, 2026.

DISCUSSION

California currently has only two vendors that can supply this type of software and services and work in conjunction with the statewide voter registration database. The department has utilized DFM and their Election Information Management System (EIMS) software for several decades. The services provided via this agreement greatly support and enhance the department’s mission regarding election administration.

ALTERNATIVES

The Board could choose not to approve the recommendation, may defer consideration to a future date, or provide alternatives.

OTHER AGENCY INVOLVEMENT

County Counsel has approved the agreement as to form. The Chief Information Officer and Risk Management have approved the agreement. The Recommendation has been reviewed by the County Administrative Office.

FISCAL IMPACT

The appropriations associated with this agreement were included in the department’s Fiscal Year 2022-23 Adopted Budget. There is no additional General Fund impact associated with this Recommendation.
