RECOMMENDATION

Approve an amendment, effective date of signing, to the agreement with the National Alliance on Mental Illness Shasta County (NAMI) to provide mental health education and recovery programs, which removes some of the program requirements, modifies the quarterly report, adds family/group support and special event logs  and reduces the budget to $15,750 per Fiscal Year with a new maximum compensation of $47,250 for the term July 1, 2021, through June 30, 2024.

DISCUSSION

This proposed amendment will allow NAMI to continue to provide mental health education and recovery programs to Shasta County residents. Due to the lack of volunteers/teachers, NAMI is unable to meet some of the program requirements as outlined in the agreement.  As a result, this amendment will enable remaining contracted services to continue throughout the term of the agreement. 

In November 2004, California voters approved the Mental Health Services Act (MHSA), which provides funding dedicated to the support of community mental health programs.  Funded by MHSA through a contract with Shasta County Health and Human Services Agency (HHSA), the National Alliance on Mental Health Shasta County (NAMI) has been providing mental health peer and family education and recovery programs to Shasta County residents since July of 2011.

NAMI is dedicated to improving the quality of lives for individuals living with mental illness and their families through support, education, and advocacy.  They work to increase public awareness of and eliminate the stigma associated with mental illness.  They provide three NAMI-signature training programs that are wellness- and recovery-based whose purpose is to promote recovery, provide support, share resources, and create hope.  Because HHSA has built an expansive educational and recovery training program through its MHSA-funded de-stigmatization program, known as Stand Against Stigma and Brave Faces, NAMI’s role has evolved over time.

ALTERNATIVES

The Board could choose not to approve the agreement, defer consideration to a future date, or provide alternate direction to staff.

OTHER AGENCY INVOLVEMENT

County Counsel has approved the amendment as to form.  Risk Management has approved the amendment. This recommendation has been reviewed by the County Administrative Office.

FISCAL IMPACT

The total cost of this agreement is $47,250 for the entire term of the agreement. Costs incurred through this agreement are funded entirely through MHSA funds. The HHSA FY 2022-23 Adopted Budget (BU 404) includes sufficient appropriation authority for the activities described in this agreement and will be included in future year budget submittals. There is no fiscal impact for this amendment.
