RECOMMENDATION

Appoint Laura Burch to the Partnership HealthPlan of California (PHC) Commission to serve the remainder of a four-year term to August 31, 2025.

DISCUSSION

The Partnership HealthPlan of California Commission is a multi-county governing commission that operates a managed care plan for Medi-Cal beneficiaries and has been serving Shasta County since September 1, 2013. The PHC Commission is comprised of Commissioners appointed by the Board of Supervisors from each member county. Counties with more than 55,000 PHC members are entitled to appoint four Commissioners. PHC currently serves over 65,000 residents of Shasta County. The recommended action complies with Shasta County Code 2.70, Partnership HealthPlan of California Commission.

 

Per Shasta County Code (Code) 2.70, approved by the Shasta County Board of Supervisors (Board) on July 16, 2013, and amended on December 15, 2015, the persons appointed to the PHC Commission by Shasta County shall include the Shasta County Health and Human Services Agency (HHSA) Director or his/her designee and additional persons nominated by members of the Shasta County Health Assessment and Redesign Collaborative (SHARC) and/or local health care providers that serve Medi-Cal beneficiaries. The HHSA Director is responsible for receiving and evaluating the nominations and making recommendations to the Board of Supervisors. The Code stipulates four-year terms that are staggered, with two members appointed every two years.

 

With the retirement of the previous HHSA Director, Donnell Ewert, the Board adopted a resolution, effective April 10, 2022, appointing Laura Burch as Acting HHSA Director, for a period not to exceed twelve months. The retirement of Donnell Ewert also created a vacancy on the PHC Commission for the reminder of a 4-year term ending August 31, 2025. On April 19, 2022, the Board appointed Laura Burch to the PHC Commission to serve up to a 12-month term, with an end date matching the end of her appointment as Acting HHSA Director.

 

On November 1, 2022, the Board adopted a resolution, effective November 6, 2022, appointing Laura Burch as the HHSA Director. It is recommended that as the HHSA Director, Laura Burch be appointed to the PHC Commission for the remainder of the four-year term, ending August 31, 2025.

ALTERNATIVES

The Board may choose to decline to appoint Laura Burch and appoint a designee of Laura Burch to serve on the PHC Commission.

OTHER AGENCY INVOLVEMENT

The recommendation has been reviewed by the County Administrative Office.

FISCAL IMPACT

Any minimal costs associated with County participation in the PHC Commission is included in each fiscal year’s HHSA Adopted Budget and is offset by revenue from Medi-Cal Administrative Activities (MAA) claiming.
