RECOMMENDATION

Discuss the County of Shasta's contract with Dominion Voting Systems, Inc., and consider providing direction to staff (Sponsored by Supervisor Jones). 

DISCUSSION

Chair Jones directed staff to place an item on the agenda for the Board to discuss the County's contract with Dominion Voting Systems, Inc. 

 

On December 5, 2017, the Board of Supervisors approved a contract with Dominion Voting Systems, Inc., to provide a voting system to the County, along with associated hardware, software, licenses, and related services (Attachment 1).  By that contract, the County leases the Democracy Suite 5.2 voting system from Dominion Voting Systems, Inc.  The term of the contract runs through December 31, 2025.

 

On June 18, 2019, the Board approved a First Amendment to the contract to add services (Attachment 2).  

 

On May 25, 2021, the Board received a presentation from County Clerk/Registrar of Voters Cathy Darling Allen and Steve Bennett, a representative from Dominion Voting Systems, Inc.  They described the current regulatory processes and procedures required to conduct an election in California (Minutes attached).

 

On December 14, 2021, the Board approved a Second Amendment to update services and other related equipment and to decrease the maximum compensation under the contract (Attachment 3)

 

Pursuant, to Election Code section 19202, and except as may be otherwise authorized by state law, no voting system may be purchased or used in a California election until the Secretary of State approves the system.  The Democracy Suite 5.2 voting system has been approved by the Secretary of State.  

ALTERNATIVES

The Board of Supervisors may decline to discuss the contract with Dominion Voting Systems, Inc., at this time.

OTHER AGENCY INVOLVEMENT

County Counsel has reviewed the staff report.  

FISCAL IMPACT

Costs associated with the preparation of this staff report are included in the Clerk of the Board's adopted budget.
