| | | | | | | | RECOMMENDATION
Adopt a resolution which: (1) Approves and authorizes the Chairman to sign a retroactive renewal revenue Agreement No. #AG-91S8-C-17-0001 (Agreement) with the United States Department of Agriculture Forest Service (USDA) Northern California Service Center, for the Opportunity Center to provide janitorial services for the period of December 1, 2016 through December 31, 2016 in the amount of $8,602.65 and authorizes the Health and Human Services Agency (HHSA) Director, or any HHSA Branch Director designated by the HHSA Director, to authorize receipt of an amount up to $86,026.50 for the period December 1, 2016 through September 30, 2017 with four optional one-year renewals for a maximum funding up to $505,467.13; (2) authorizes the HHSA Director, or any HHSA Branch Director designated by the HHSA Director, to sign and execute any and all subsequent documents required by the USDA to effectuate the execution of the Agreement up to five years, and that otherwise comply with Administrative Policy 6-101, Shasta County Contracts Manual; (3) authorizes the HHSA Director, or any HHSA Branch Director designated by the HHSA Director, to sign and execute the document titled Assurance Regarding Felony Conviction or Tax Delinquent Status for Corporate Applicants, and that otherwise comply with Administrative Policy 6-101, Shasta County Contracts Manual; and (4) authorizes the HHSA Director, or any HHSA Branch Director designated by the HHSA Director, to sign and execute any and all subsequent amendments or modifications, to the agreement (prospective and retroactive) including amendments or modifications that may increase revenue by up to $50,000, and that otherwise comply with Administrative Policy 6-101, Shasta County Contracts Manual. | | | | | | | | DISCUSSION
Approval of the recommendation will enable the Opportunity Center (OC) to continue providing janitorial services for the United States Department of Agriculture Forest Service (USDA). The USDA is a long-time advocate of the OC and the work experience it provides to adults with disabilities. The USDA has contracted with the County to provide janitorial services through the OC for several Federal buildings since 2006. This new agreement includes two additional buildings located at the Northern California Service Center.
Contingent upon appropriation of federal funds, the OC expects to provide janitorial services through September 2021. It is also expected that the OC will continue to receive modifications to extend the term of the agreement in increments of less than 12 months. For these reasons, a resolution is proposed authorizing the HHSA Director or HHSA Branch Director to sign future USDA funding amendments, orders for supplies and services, and/or modifications (including retroactive and revenue increases) and any and all subsequent documents required by the USDA to effectuate the execution of the agreement up to five years. |

County Counsel has approved the agreement as to form. Risk Management has reviewed and approved the agreement. This recommendation has been reviewed by the County Administrative Office. |

This agreement represents revenue funding to the OC of up to $505,467.13 over the next five federal fiscal years based on current performance projections. Future fiscal year budget submissions will include the revenue and corresponding appropriation authority associated with this agreement; Regional Services will return to the Board at a later date with subsequent Budget Amendments for Fiscal Year 2016-17 if needed. There is no General Fund impact with the recommended action. |
