Approve and authorize: (1) The Support Services Department-Purchasing Unit (County Purchasing) to establish a vehicle price list for the remainder of the Fiscal Year (FY) 2022-23 based on the lowest responsive bids; (2) County Purchasing to award Request for Bid (RFB) No. 23-03 for the purchase of County Fleet vehicles to: (a) Crown Motors for 2023 Nissan Sentra, 2023 Nissan Altima, 2023 Ford Transit, 2023 Ford Ranger, 2023 F150 First Responder/Patrol, 2023 Ford F150 First Responder/Non-Patrol, 2023 Ford Utility/Patrol, 2023 Ford utility/Non-Patrol, 2023 Dodge Durango Pursuit/Non-Patrol, Ford F350 SuperCab/Diesel, 2023 Ford F250 SuperCab/Gas, 2023 Ford F350 Service Body/Plow Truck, 2023 Ford F350 Service Body, 2023 Ford F250 SuperCrew/Gas, 2023 Ford F250 Service Body, and 2023 Ford F250 Animal Control Body; and (b) Towne Ford for 2023 Ford F350 Super Crew/Gas; (3) Fleet Management to purchase these vehicles for County Departments for the remainder of FY 2022-23; and (4) approve a budget amendment increasing appropriations in the Fleet Management replacement budget by $925,000 to purchase new vehicles for County departments offset by use of Retained Earnings. |
| | | | | | | | DISCUSSION
County Purchasing issued a Request for Bid (RFB) to replace worn out vehicles. Two vendors submitted bids for Fleet vehicles (RFB 23-03). Notices of Intent to Award were mailed to all bidders and the 10-day protest period ended on September 5, 2023. The lowest responsive bids are tabulated below. Fleet Management will issue Purchase Orders for individual vehicles if and as they are needed. Due to extended delivery times, an increase in vehicle purchases from 18 to 33 is necessary to maintain the vehicle replacement schedule. This increase is reflected in the requested budget amendment.

The Board may elect to solicit bids for each purchase; however, economies of scale would be foregone. The Board may elect not to approve the budget amendment, some vehicle purchases would need to be moved to next fiscal year. |

County Purchasing managed the RFB process. The Recommendation has been reviewed by the County Administrative Office. |
| | | | | | | | FISCAL IMPACT
Upon approval of the Recommendation, there will be sufficient appropriations in the Adopted Fiscal Year 2022-23 Fleet Management Replacement budget to purchase the vehicles. The increase will be covered by existing retained earnings. |
