RECOMMENDATION

Approve and authorize the Public Works Director to sign a Notice of Completion for the “Whiskey Creek Road at Whiskey Creek Bridge Project,” Contract No. 706747, and record it within 15 days of actual completion.

DISCUSSION

On December 14, 2021, Steelhead Constructor JV was awarded the contract for construction of the Whiskey Creek Road at Whiskey Creek Bridge. The project replaces a 13-foot diameter culvert destroyed in a storm in 2017 with a 70-foot-long concrete box girder bridge. A federal disaster was declared (FEMA04301-DR-CA). Completion is anticipated in early October.

ALTERNATIVES

The Board may decline to authorize the filing of a Notice of Completion. The lien period would extend for 90 days instead of 30 days. Final payment to the contractor would be delayed by 60 days.

OTHER AGENCY INVOLVEMENT

FEMA oversees the project funding. The Recommendation has been reviewed by the County Administrative Office.

FISCAL IMPACT

The total cost of the project is estimated to be $2,800,000. Sufficient appropriations for the project are included in the Adopted Fiscal Year 2022-23 Roads budget. Federal and state funds will reimburse 93.75% of the cost while the remaining 6.25% will be covered with Gas Tax revenue.
