RECOMMENDATION

On behalf of County Service Area (CSA) No. 8-Palo Cedro Sewer and Water, award to the lowest responsive and responsible bidder, Converse Construction, Inc. on a lump sum basis, the contract for the “CSA No. 8-Palo Cedro Water Backup Generator Project,” Contract No. 610535, in the amount of $139,555.

DISCUSSION

County Service No. 8-Palo Cedro Sewer and water (CSA) provides treated domestic water for 79 customers in Palo Cedro. Water is pumped from a well, treated, and stored in a 5,000-gallon pressure tank prior to distribution.  The pressure tank relies on constant flow from the well to provide and maintain water service.  During extended power outages the tank can supply water for approximately 1-2 hours, depending upon usage.  A propane fired generator will be installed to provide backup power for the well pump, well pump building, and sewer lift station facility in the event of a utility power outage.

 

On June 21, 2022, the Board approved plans and specifications to construct the project. On July 14, 2022, three bids were received and opened.  The low bid was 1% above the Engineer’s Estimate. Staff recommends that the Board award the contract to the lowest responsive and responsible bidder, Converse Construction, Inc. in the amount of $139,555.

ALTERNATIVES

The Board may decline to award to the low bidder or proceed with the project at this time. The CSA will continue to experience water service interruptions during power outages.

OTHER AGENCY INVOLVEMENT

County Counsel has approved the contract documents as to form. Risk Management has approved the contract documents. The Recommendation has been reviewed by the County Administrative Office.

FISCAL IMPACT

The total estimated cost for the project is $250,000. The Public Safety Power Shutoff Resiliency Program will reimburse 100% of the project cost.  Sufficient appropriations are included in the Adopted Fiscal Year 2022-23 CSA No. 8 Palo Cedro Sewer and Water Administration budget.
