Take the following actions regarding the “Parkville Road at Ash Creek Bridge Project,” Contract No. 705933: (1) Find the geotechnical site investigation categorically exempt in conformance with the California Environmental Quality Act (CEQA) Guidelines Section 15306, Class 6-Information Collection; and (2) approve an agreement with Crawford & Associates, Inc. in an amount not to exceed $54,795.55 to provide geotechnical services effective date of signing through December 31, 2023. |
| | | | | | | | DISCUSSION
The Parkville Road at Ash Creek Bridge Replacement Project is in the design phase. An agreement with Crawford & Associates, Inc. is proposed for a foundation investigation, and a CEQA determination is proposed for the associated field work.
The County is preparing to replace the Parkville Road at Ash Creek Bridge near Cottonwood, CA. In May 2022, the County issued a request for proposals (RFP) for geotechnical services. Four proposals were received. The proposals were evaluated based upon understanding of the work; experience with similar kinds of work; quality of staff; capability of developing innovative or advanced techniques; familiarity with state and federal procedures; and demonstrated technical ability. Crawford & Associates, Inc. was deemed to be the most qualified firm to complete the work. The attached agreement has been negotiated and is recommended for approval. |

The Board may decline to award the agreement or elect to decline the CEQA findings at this time. Geotechnical data will be needed to design the bridge. Staff lacks the equipment and expertise to carry out the investigation and make the necessary recommendations. |
| | | | | | | | OTHER AGENCY INVOLVEMENT
Caltrans oversees project funding. County Counsel has approved the agreement as to form. Risk Management has approved the agreement. The Recommendation has been reviewed by the County Administrative Office. |
| | | | | | | | FISCAL IMPACT
The total cost of the project is estimated to be $2,000,000. Sufficient appropriations for the project are included in the Adopted Fiscal Year 2022-23 Roads budget. Federal bridge funding will cover the cost of the project. |
