RECOMMENDATION

Take the following actions: (1) Approve and authorize the Support Services Department-Purchasing Unit (County Purchasing) to award Request for Quote (RFQ) 22-32 for the purchase of a capital asset street sweeper to Kellar Equipment of Yucaipa, CA; and (2) authorize County Purchasing to issue a Purchase Order in the amount of $338,244.04.

DISCUSSION

Public Works uses a street sweeper to comply with Water Quality and Air Quality Regulations.  The current sweeper is 17 years old. The useful service life has been exceeded.  The sweeper no longer complies with California Air Resources Board Requirements.  On June 20, 2022, County Purchasing issued a RFQ to replace the sweeper.  Three vendors responded: Kellar Equipment of Yucaipa, CA; Municipal Maintenance Equipment, Inc. (MME) of Sacramento, CA; and Owen Equipment Sales of Fairfield, CA.  The Owen Equipment Sales submittal was nonresponsive.  The submittal was incomplete.

 

The RFQ process included a written submittal and a field test.  Kellar Equipment scored slightly higher and provided the lowest price.  The Notice of Intent to Award was sent August 16, 2022.  The 10-day protest period expired August 26, 2022.  No protests were received.  It is recommended that County Purchasing be authorized to award RFQ 22-32 to Kellar Equipment and issue a Purchase Order in the amount of $338,244.04 for the purchase of a Freightliner M2 Construction Sweeper Truck.

ALTERNATIVES

The Board may decline to award the RFQ. The existing sweeper requires frequent repairs and maintenance. It will soon be obsolete. It does not comply with California Air Resources Board Requirements.

OTHER AGENCY INVOLVEMENT

County Purchasing managed the RFQ process. The Recommendation has been reviewed by the County Administrative Office.

FISCAL IMPACT

There are sufficient appropriations in the Adopted Fiscal Year 2022-23 Roads budget for the purchase.  Gas Tax revenue will cover the cost of the sweeper.
