RECOMMENDATION

Adopt Resolution No. 447 of Ordinance 413-1 which places “STOP” signs on Superior Avenue and Mackinac Street (Town of Burney).

DISCUSSION

In Burney, Superior Avenue and Mackinac Street intersect to form an uncontrolled 90-degree, two-legged intersection where, save for a few turns to and from private single-family residences adjoining the intersection, all through vehicles travel from Superior Avenue to Mackinac Street and vice versa. In light of this operating scenario, the intersection is currently striped as a 90-degree curve which transitions from one road to the other. A new 30-unit high-density residential housing complex will soon connect to the intersection adding a significant increase in traffic volumes and bringing a new, potentially dominant, movement to and from the housing complex. An engineering study was conducted (attached), and it was determined that the increase in conflicting movements and operating uncertainty brought by the addition of the housing complex entrance to the current intersection configuration supports the intersection’s conversion from uncontrolled to all-way stop controlled.

ALTERNATIVES

The Board may decline to make the intersection all-way stop controlled at this time. Under the current uncontrolled configuration, the additional traffic and change in operating patterns resulting from the new high-density residential housing complex will bring an increase in conflicting movements and operational uncertainty.

OTHER AGENCY INVOLVEMENT

The California Highway Patrol will enforce Resolution No. 447 of Ordinance No. 413-1 after its adoption.  County Counsel has approved the Resolution as to form.  The Recommendation has been reviewed by the County Administrative Office.

FISCAL IMPACT

There are sufficient appropriations in the Adopted Fiscal Year 2022-23 Roads budget to carry on a continuous traffic engineering program.  Gas Tax revenue will cover the cost of the program.
