Take the following actions regarding the “CSA 17-Cottonwood Collection System Improvement Project,” Contract No. 610533: (1) Approve project plans and specifications and direct the Public Works Director to advertise for bids, contingent upon the County receiving written notification of commitment for grant funds from the State; and (2) authorize opening of bids on or after November 10, 2022, at 11:00 a.m. |
| | | | | | | | DISCUSSION
The Cottonwood Wastewater Collection and Treatment Plant was constructed in 1986. New development with the CSA has created capacity issues in the collection system. Upgrades are proposed to alleviate some of these issues. It is recommended that the Board initiate the bidding process. PACE Engineering, Inc. has designed the proposed improvements and will provide construction administration services. ENPLAN has provided environmental services and will continue to do so during the construction phase.
A CEQA Addendum to the Mitigated Negative Declaration (MND) was adopted by the Board on August 2, 2022. |

The Board may decline to advertise and accept bids for the project. The improvements could not be constructed. |
| | | | | | | | OTHER AGENCY INVOLVEMENT
County Counsel has approved the contract documents as to form. Risk Management has approved the contract documents. The Recommendation has been reviewed by the County Administrative Office. |
| | | | | | | | FISCAL IMPACT
The total project cost estimate is $7,755,000. Sufficient appropriations are included in the Adopted Fiscal Year 2022-23 CSA #17 Cottonwood Sewer Administration budget. The State of California Proposition 1 Grant Program will cover the cost of the project. The CSA will be in a negative cash position for periods of time while awaiting reimbursement from the State of California. |
