Approve an amendment, effective date of signing, to the aggregate contract with J & J Pumps, Inc. to provide maintenance, repair and replacement of pumps which increases maximum compensation by $100,000 for a new maximum compensation of $350,000, retaining the term October 27, 2020 through October 26, 2023, with two automatic one-year renewals. |
| | | | | | | | DISCUSSION
On October 27, 2020, the County executed an Aggregate Public Works Contract with J & J Pumps, Inc. to provide on call services for maintenance, repair and replacement of pumps. On August 31, 2021, an amendment to the contract was executed increasing maximum compensation to $160,000 to provide for an emergency pump replacement for County Service Area No. 6-Jones Valley Water. On October 5, 2021, a second amendment to the contract was executed increasing total compensation by $90,000 to cover the replacement costs of a pump for CSA No. 8-Palo Cedro Sewer and provide spending authority for future emergencies. Additional work has been performed since the Second Amendment. There is less than $15,000 spending authority remaining. There are repair needs that exceed the current spending authority. Over a year remains on the term. Amending the contract to allow for the resulting $350,000 maximum will provide for the current repair needs and future emergencies. |

The Board may decline to approve the amendment to the contract with J & J Pumps. There are currently repairs needed in various CSAs. Left unattended, they will likely result in emergencies. There is not current spending authority left in the contract to perform these and future repairs. Not approving the amendment would require obtaining services without a contract for future emergencies. |

County Counsel has approved the amendment as to form. Risk Management has approved the amendment. The Recommendation has been reviewed by the County Administrative Office. |
| | | | | | | | FISCAL IMPACT
The Adopted Fiscal Year 2022-23 respective CSA budgets have sufficient appropriations for emergency repairs. Revenue is generated through utility usage by CSA customers. |
