RECOMMENDATION

Adopt a resolution which authorizes consolidation of the cities and district(s) that have submitted requests for consolidation and will appear on ballot, as provided by Elections Code section 10402, and have offices and measures be placed before the voters on November 8, 2022.

DISCUSSION

The regularly scheduled General Election is set to be held on Tuesday, November 8, 2022. The City of Anderson, the City of Redding, the City of Shasta Lake and the county’s schools, fire, water and utility districts have called elections in their jurisdictions for the same date and have requested consolidation as authorized by state law. A full list is included in the resolution attached.

 

Elections Code Section 10403 provides that elections called on the same day as a statewide election shall be consolidated so that matters being voted on in the same territory will appear on the same ballot. Elections Code Section 10402.5 requires the Board of Supervisors to approve such consolidations except in counties of the first class, in the event the capacity of the voting system is exceeded. Costs of the election are shared among the entities involved pursuant to Elections Code Section 10416.

 

Copies of resolutions received in this office from local agencies requesting consolidation with the General Election are on file with the clerk.

 

As of August 8, 2022, the City of Redding and the Burney Fire Protection District have requested consolidation to place a measure on the November 8, 2022 election ballot.

ALTERNATIVES

Any alternative would be contrary to Elections Code Section 10402.5. Since the local agencies involved have already called their elections for November 8, 2022, should the resolution receive negative action, separate elections would have to be held for each agency, requiring each to pay the total cost of its election.

OTHER AGENCY INVOLVEMENT

County Counsel has reviewed the resolution, and has approved it, as to form.  The County Administrative Office has reviewed the recommendation.   

FISCAL IMPACT

There is no anticipated impact on the County General Fund with the adoption of this resolution as the participating districts will pay for their share of the costs of holding the election.
