| | | | | | | | RECOMMENDATION
Adopt a resolution which recognizes that the circumstances and factors that led to the May 6, 2014, proclamation of a local emergency due to the drought (Resolution No. 2014-040) no longer exists and that the proclamation of a local emergency due to drought conditions is hereby terminated. |

The statewide drought continues but local water conditions have improved. |
| | | | | | | | DISCUSSION
On January 17, 2014, the Governor declared a drought emergency. Snowpack and water storage were below average statewide. Local water supplies were similarly poor. On May 20, 2014, the Board declared a local drought emergency. This continuing proclamation has facilitated conservation and emergency funding.
Water conditions have since improved across the state with more improvement locally. Northern California has seen slightly above average precipitation over the last year while Southern California continues to struggle. That trend continues. While the situation remains fluid, staff recommends that the proclamation be concluded. A local drought emergency may again be declared should rains fail or supply shortages develop. |

The Board may elect to continue the proclamation. |

County Counsel has approved the resolution as to form. This recommendation has been reviewed by the County Administrative Office. |

Adequate funds to manage this emergency proclamation are included in the Adopted FY 2016/17 Water Agency budget. There is no general fund impact. |
