Approve and authorize the Chairman to sign a retroactive renewal agreement with Willow Glen Care Center Inc. in an amount not to exceed $1,450,000 to provide residential treatment mental health services for the period July 1, 2016 through June 30, 2019. |
| | | | | | | | SUMMARY
The proposed retroactive renewal agreement will allow Willow Glen Care Center Incorporated (Willow Glen) to continue to provide another residential treatment program option for Shasta County clients with serious mental illness. Willow Glen offers Sequoia Psychiatric Treatment Center (SPTC), a 16-bed mental health rehabilitation center (MHRC) for adults with severe and persistent mental illness, as an alternative to placement in an acute inpatient care setting or a state hospital. Based upon the specific needs of the client, through this agreement, Shasta County can appropriately place mental health clients in need of long term intensive residential services at the SPTC facility. |
| | | | | | | | DISCUSSION
Willow Glen currently operates 6 licensed facilities, including SPTC, which allows clients to be placed at a level of care specific to individual needs. Under the terms of this agreement, SPTC provides 24-hour long-term, residential MHRC services to County residents. In addition to residential care, services at SPTC include life skills training, anger management, medication awareness, impulse control, and discharge planning coordinated with County staff. Mental health rehabilitation facilities offer numerous advantages to the individual mental health client and to the County. Placing residents in facilities such as SPTC represents a significant cost savings over placement in a state hospital. Sequoia Psychiatric Teatment Center provides treatment focused on developing life skills to assist the client transition from a rigidly supervised setting to a board and care or other less structured community setting. . Every attempt is made to keep clients in Shasta County, but occasionally it is necessary to place an individual in an out-of-county facility. |

The Board could choose not to approve this agreement, defer consideration to a future date, or provide direction to staff to negotiate changes to the agreement. |
| | | | | | | | OTHER AGENCY INVOLVEMENT
County Counsel has approved the agreement as to form. Risk Management has reviewed and approved the agreement. The recommendation has been reviewed by the County Administrative Office. |
| | | | | | | | FINANCING
The maximum amount payable under the proposed agreement for SPTC is $1,450,000 during the term of the agreement. There is sufficient budget authority in the Mental Health FY 2016-17 (BU 410) Adopted Budget. S PTC is certified as a Medi-Cal provider, allowing the County to seek reimbursement from Medi-Cal for adult residential treatment services. There is no additional General Fund impact with the recommended action. |
