Cassel Bridge Scour Repairs - Notice of Completion

RECOMMENDATION

Take the following actions:  (1) Approve and authorize the Public Works Director to sign a Notice of Completion for the Cassel-Fall River Road at Pit River Bridge Scour Repair Project, Contract No. 703924, and record it within 15 days of actual completion; and (2) adopt a resolution which, effective November 1, 2016, recognizes that the circumstances and factors that led to the October 13, 2015 proclamation of a local emergency due to the closure of the Cassel-Fall River Road at Pit River Bridge have been resolved and that the local bridge closure emergency is hereby terminated effective October 24, 2016.

SUMMARY

The Cassel Bridge has been repaired and reopened.

DISCUSSION

In August 2015, Caltrans determined that the footings underneath the Cassel – Fall River Road at Pit River Bridge had been undermined.  On September 11, 2015, the bridge was closed to traffic. On October 13, 2015, the Board adopted a resolution proclaiming a local emergency. Repairs were designed and permitted.  On July 19, 2016, a construction contract was awarded to DRS Marine, Inc. Grout-filled bags were placed around the scoured footings. A report was sent to Caltrans. On October 24, 2016, Caltrans rescinded the closure order.  The Bridge has been reopened to traffic.

 

Bridge Replacement efforts are in progress. Historical and biological resources are involved. Environmental studies will extend into 2017. Right of way acquisition from Pacific Gas and Electric Company will follow. The project is anticipated to go to bid in 2018.
ALTERNATIVES

The Board may decline to file a Notice of Completion. The lien period would extend for 90 days instead of 30 days.

OTHER AGENCY INVOLVEMENT

The resolution has been approved by County Counsel as to form.  The recommendation has been reviewed by the County Administrative Office.

FINANCING

 

The total cost of this project was approximately $150,000. Federal Funds will cover 88.53%.  Adequate funds were included in the Adopted FY 16/17 Road Fund budget. There is no General Fund impact.
