RECOMMENDATION

Receive a presentation regarding the newly developing enhanced mobile crisis unit – Crisis Intervention & Response Team (CIRT) pilot project from Health and Human Services Agency – Adult Services Branch Director, Paige Greene, and Shasta County Sheriff, Eric Magrini.

DISCUSSION

Many people who have behavioral health care needs, particularly those who also have co-occurring mental health and substance use disorders, may come into contact with law enforcement during moments of crisis. However, when behavioral health care providers partner with law enforcement to use effective Law Enforcement-Mental Health Collaboration (LEMHC) strategies, they have an opportunity to support sustained wellness for people with behavioral health care needs. When these LEMHC strategies are implemented and sustained, behavioral health care providers can expect to see the following positive outcomes: higher quality law enforcement practices through cross training, alignment of cross discipline needs reflected in practice, fewer crisis episodes, enhanced treatment support, and improved continuity of community-based services.

OTHER AGENCY INVOLVEMENT

The Health and Human Services Agency, Shasta County Sheriff, Redding Police Department, Hill Country Community Clinic, and the Mercy Medical Center Ambulance Supervisor participated in meetings to develop this complimentary enhanced mobile crisis team concept. The pilot project is supported by Anderson Police Chief, Michael Johnson. The County Administrative Office has reviewed the recommendation.

FISCAL IMPACT

The total cost of this program for Fiscal Year (FY) 2021-22 is $123,350. Costs incurred for this program are funded through Inter-Governmental (IGT) grant funds. The Mental Health FY 2021-22 Requested Budget includes sufficient appropriation authority for these activities and will be included in future year budget submittals.
