RECOMMENDATION

Adopt a resolution to designate the County Executive Officer, or his or her designee, as the person who shall create and make publicly available in a prominent location on the Shasta County Water Agency website the Enterprise Systems Catalog as required by Senate Bill 272, the Inspection of Public Records (Government Code Section 6270.5).

DISCUSSION

      The Governor signed Senate Bill (SB) 272 in to law on October 11, 2015, to be effective July 1, 2016,

      as an amendment to the Public Records Act, subsequently Government Code section 6270.5. This

      new unfunded mandate requires each local agency, except local educational agencies, to create a

      catalog of enterprise systems (Catalog), to make the Catalog publicly available by posting it in a

      prominent location on the local agency’s website (if the local agency has a website), and requires the

      local agency’s governing body to designate an office of a person or officer to make the Catalog

      publicly available.

 

The County Administrative Office (CAO), the County Counsel’s Office (CCO), and the Chief Information Officer (CIO) began meeting regularly on February 10, 2016 and sent a survey to all County departments on April 27, 2016 (due May 27, 2016) to collect the required information for every department’s enterprise systems. The Board of Supervisors approved the Shasta County Catalog on June 28, 2016 and it was published on the Shasta County website on July 1, 2016. The Catalog must be approved for each local agency and so the Water Agency is being asked to approve the Catalog.

ALTERNATIVES

     The Board could choose to designate a different person or County office, or could

     defer consideration to future date.

OTHER AGENCY INVOLVEMENT

     The County Administrative Office worked with County Counsel’s Office and the

     Chief Information Officer to develop the Catalog and comply with this new

     provision of the PRA.

FINANCING

     There are annually recurring staff costs to comply but otherwise there is no

     General Fund impact associated with approval of the recommendation.
